15th EU-Ukraine PAC, Brussels, 5-6 July 2023

The 15th regular meeting of the EU-Ukraine Parliamentary Association Committee (PAC) was held in Brussels on 5-6 July 2023, co-chaired by Vadym Halaichuk on behalf of the Verkhovna Rada of Ukraine and Witold Waszczykowski on behalf of the European Parliament.

During the two days of the meeting, the PAC members exchanged with representatives of the European Commission, European External Action Service and the Ukrainian government about the consequences of and joint responses to the ongoing Russian war of aggression.

The exchanges focussed in particular on sanctions and efforts to ensure international justice and accountability for the crimes committed by Russian forces. Participants also discussed Ukraine's intensive reform agenda and expressed firm support for starting EU accession negotiations with Kyiv by the end of the year.

The Parliamentary Association Committee voiced their determination to boost the parliamentary dimension of current bilateral relations, an essential component to support the transition from the current EU-Ukraine Association Agreement framework towards a pre-accession agenda and to accelerate Ukraine's legal alignment with EU legislation.

At the meeting, a comprehensive Joint Statement and Recommendations was adopted by the PAC members.

14th EU-Ukraine Parliamentary Association Committee meeting, 8-9 June 2022

The 14th meeting of the EU-Ukraine Parliamentary Association Committee (PAC) was held in Strasbourg on 8 and 9 June 2022, co-chaired by Mr. Vadym Halaichuk on behalf of the Verkhovna Rada of Ukraine and Mr. Witold Waszczykowski on behalf of the European Parliament.

On 8 June, the EU-Ukraine PAC meeting was opened by EP President, Roberta Metsola, and the Speaker of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk.

Following the opening remarks, during the two days of the meeting, the PAC members exchanged with representatives of the European Commission, European External Action Service, Ukrainian government and civil society on:

  • Ukraine's prospective candidate status and a legislative and reform agenda in support of EU integration;
  • Sustained financial relief and support to Ukraine and EU-led preparations for post-war reconstruction;
  • EU support and sectoral cooperation in the area of energy security, green transition, education and health care, transport and agriculture, supporting Ukraine's economic resilience and export capacity;
  • Humanitarian aid and the situation of internally displaced people, human rights, the fight against impunity for war crimes, forced deportations and enforced disappearances;

At the meeting, a Joint Statement and Recommendations was adopted by the PAC members sending a strong message of support for Ukraine's EU membership request.

13th Extraordinary Informal EU-Ukraine PAC of 24 March 2022

The 13th meeting of the EU-Ukraine Parliamentary Association Committee (PAC) was held on 24 March 2022, co-chaired by Mr. Vadym Halaichuk on behalf of the Verkhovna Rada of Ukraine and Mr. Witold Waszczykowski on behalf of the European Parliament.

The PAC members exchanged with the European Commission, European External Action Service and Ukrainian Government representatives on:
  • Russian aggression: further EU measures and cooperation in support of Ukraine in the form of sanctions, defence and military aid, budget and economic support and humanitarian aid;
  • Ukraine's European path: parliamentary follow-up to Ukraine's official request for EU membership;
  • Fighting impunity and pursuing accountability for war crimes and violations of International Humanitarian Law in the context of the Russian aggression against Ukraine.
Following the meeting, a Joint EU-Ukraine PAC Statement was adopted on behalf of the entire PAC, sending a strong message of unity and solidarity with Ukraine.

12th (remote) EU-Ukraine PAC meeting of 10 November 2021

The 12th meeting of the EU-Ukraine Parliamentary Association Committee (PAC) was held on 10 November 2021, co-chaired by Vadym Halaichuk on behalf of the Verkhovna Rada of Ukraine and Witold Waszczykowski on behalf of the European Parliament. Given current sanitary restrictions, the meeting was held virtually, by videoconference, during a reduced timeframe.

The PAC members exchanged on the EU-Ukraine relations and their parliamentary dimension, including the implementation of the Association Agreement (AA) and Ukraine's reform agenda.

Energy security challenges were also discussed given that the current energy price increase affects both EU members and Ukraine.

Following the PAC meeting, a statement was issued by the PAC Co-Chairs.

11th (remote) EU-Ukraine PAC meeting - 7 December 2020

The eleventh meeting of the EU-Ukraine Parliamentary Association Committee (PAC) was held on 7 December 2020, co-chaired by Vadym Halaichuk on behalf of the Verkhovna Rada of Ukraine and Witold Waszczykowski on behalf of the European Parliament. The meeting took place remotely by video conferencing and in a reduced time frame. The Parliamentary Association Committee held an exchange of views on EU-Ukraine relations, the implementation of the Association Agreement, the state of play of reforms, as well as the challenges in the shared neighbourhood and the recently launched "Crimean platform" initiative.

Following the deliberations the Bureau of the Parliamentary Association Committee agreed upon issuing the following final statement and recommendations.

10th EU-Ukraine PAC meeting - 18-19 December 2019 Strasbourg

The tenth meeting of the EU-Ukraine Parliamentary Association Committee (PAC) was held in Strasbourg on 18-19 December 2019, co-chaired by Vadym HALAICHUK on behalf of the Verkhovna Rada of Ukraine and Witold Waszczykowski on behalf of the European Parliament. The Parliamentary Association Committee, having considered the state of play of EU- Ukraine relations, the implementation of the Association Agreement and the overall security and political situation in Ukraine, agreed upon the following final statement and recommendations.
