Recommendation concerning the EU-Switzerland Institutional Framework Agreement (2019)

The EP adopted on 26 March 2019 its recommendation concerning the Institutional Framework Agreement between the European Union and the Swiss Confederation (2018/2262(INI)).

Parliament stressed the close partnership existing between Switzerland and the EU, that this country is highly integrated with the EU and that both sides share the same values and face the same regional and global challenges.

Members called for the conclusion of the Institutional Framework Agreement (IFA) as soon as possible, in order to bring coherence to the complex system of 120 existing bilateral agreements, including the establishment of a dispute settlement mechanism. Securing the IFA with Switzerland is of great importance, since it would provide legal certainty, dynamic incorporation of the EU acquis, enhanced access to the internal market for Switzerland, and the jurisdiction of the Court of Justice of the EU in the event of unresolved disputes relating to the application or interpretation of the IFA.

Obstacles with regard to the full implementation of the internal market (2015)

The European Parliament adopted by 482 votes to 116 with 48 abstentions, a resolution entitled 'EEA-Switzerland: Obstacles with regard to the full implementation of the internal market'.

Parliament considered the EEA Agreement a key factor for economic growth and the most far-reaching, comprehensive instrument to extend the single market to third countries.

Members took note of the outcome of the popular initiative of 9 February 2014 'Against Mass Immigration'. Parliament reiterated that the free movement of persons was one of the fundamental freedoms and a pillar of the single market and that the latter always had been an inseparable part of -- and precondition to -- the bilateral approach between the EU and Switzerland.
