Resolution on the Barcelona Process: Union for the Mediterranean (2009)

The European Parliament adopted, by 521 votes to 44 with 13 abstentions, a resolution on the Barcelona Process: Union for the Mediterranean.

The resolution considers that this process, adopted by the Heads of State and Government at the Summit for the Mediterranean held in Paris on 13 July 2008, contributes towards peace and prosperity and that it will constitute a step towards economic and regional integration as well as ecological and climatic cooperation between the Mediterranean countries.

The resolution also supports a strong parliamentary dimension to the Union for the Mediterranean, reinforcing its democratic legitimacy by building on the Euro-Mediterranean Parliamentary Assembly (EMPA). EMPA should be further consolidated and its work better articulated with that of the other institutions of the Partnership, possibly with a legal personality and by allowing it to make recommendations to the meetings of foreign affairs ministers.

Union for the Mediterranean (2010)

The European Parliament adopted a resolution on the Union for the Mediterranean (UfM) in which it calls on the heads of state and government within the UfM, who will meet in Barcelona on 7 June 2010, to do their utmost - after two difficult years - to make this meeting a success, with a view to setting up the UfM's institutions, implementing major projects and making progress on all the components of Euro-Mediterranean cooperation.

Clear definition of the EU's Mediterranean policy: Parliament remains concerned by the absence of a clear definition of the EU's Mediterranean policy or of a long-term strategic vision for the development and stabilisation of the region.

It calls for the Euro-Mediterranean integration process to become a political priority for the EU once more. In particular, it calls on the governments of the UfM member countries to deeply revise and step up political dialogue.

Resolution on the Barcelona Process: Union for the Mediterranean (2008)

The European Parliament adopted a resolution on the Barcelona Process: Union for the Mediterranean in response to the Commission Communication on this subject.
The resolution had been tabled for consideration in plenary by the PES, Greens/EFA, UEN, EPP-ED and ALDE groups.
It welcomes the Communication and the aim of this new initiative to give fresh impetus to the multilateral relations of the EU with its Mediterranean partners by upgrading the political level of relations.
The resolution underlines the fact that enhancing democratic legitimacy is necessary, as is strengthening the role of the Euro-Mediterranean Parliamentary Assembly (EMPA), the only parliamentary assembly uniting 27 EU Member States and all the parties involved in the Middle East peace process. The EMPA, a consultative body, should have the right to make proposals and assessments. Parliament supports EMPA participation by the parliamentary representatives of countries which are not part of the Barcelona Process.
