EU-Montenegro Stabilisation and Association Agreement
Following a referendum in May 2006, Montenegro adopted a Declaration of Independence and withdrew from the State Union of Serbia and Montenegro. The EU began negotiating with the country independently in September 2006.
The outcome - the "Stabilisation and Association Agreement between the European Communities and their Member States of the one part, and the Republic of Montenegro, of the other part" - was signed in Luxembourg on 15 October 2007 and came into effect on 1 May 2010.
Article 125 of the Agreement established a Stabilisation and Association Parliamentary Committee.
The Agreement also includes the following elements:

- political dialogue with Montenegro;
- regional co-operation, including the perspective of establishing free trade areas;
- a possible free-trade area between the EU and Montenegro;
- the movement of workers, freedom of establishment, supply of services, current payments and movement of capital;
- bringing Montengro's legislation in line with the EC's;
- co-operation, including justice, freedom and security.
