Renewed Priorities of the EU-Algeria Partnership for 2016-2020

At the EU-Algeria Association Council meeting of 13 March 2017, the two partners adopted their shared Partnership Priorities. An earlier set of priorities had been defined earlier as part of the Association Agreement, which was signed in 2002 and entered into force in 2005.

The new priorities create a framework for political engagement and enhanced cooperation for the 2016-2020 period. They were defined by mutual agreement in the context of the revised European neighbourhood policy and the EU's global strategy for foreign and security policy.

The Partnership Priorities in the context of EU-Algeria relations up to 2020 are as follows:
  • political dialogue, governance, the rule of law and the promotion of fundamental rights;
  • cooperation, socio-economic development, including trade and access to the European single market;
  • energy, the environment and sustainable development;
  • strategic and security dialogue;
  • the human dimension, including cultural and inter-religious dialogue, migration and mobility.
Some of these will be the subject of technical and financial cooperation, which will be implemented within the framework of the 2018-2020 financial programming.

EU-Algeria Association Agreement

The "Euro-Mediterranean Agreement establishing an Association between the European Community and its Member States, of the one part, and the People's Democratic Republic of Algeria, of the other part" was signed in Valencia (Spain) on 22 April 2002 and entered into force on 1 September 2005.

In the political area, the Agreement covers dialogue on all issues of interest to the parties. This dialogue occurs at different levels:
  • Association Council (ministerial);
  • Association Committee (high-level civil servants);
  • 'Political dialogue, security and human rights' Sub-Committee (technical).
Other technical sub-committees set up under the Agreement address other areas such as migration, internal affairs, justice, social affairs, etc.

Under the Agreement, economic cooperation takes place through several mechanisms involving both parties: talks on the economy, and several theme- and sector-based sub-committees.

Article 99 of the Agreement specifies that "The Association Council shall take all appropriate measures to facilitate cooperation and contacts between the European Parliament and the parliamentary institutions of Algeria".
