Rules of the EU-North Macedonia Joint Parliamentary Committee

RULES OF PROCEDURE

Rule 1

The EU-North Macedonia Joint Parliamentary Committee is established on the basis of the European Parliament's decision of 10 March 2004 and the decision for setting up a delegation of the Assembly of the Republic of North Macedonia to the Stabilisation and Association Parliamentary Committee of 7 December 2004, and on the basis of the EU-North Macedonia Stabilisation and Association Agreement (notably, art. 114).

Rule 2

The task of the EU-North Macedonia Joint Parliamentary Committee shall be to consider all aspects of relations between the EU and North Macedonia and, in particular, the implementation of the Stabilisation and Association Agreement.

Rule 3

On a proposal from the Bureau of the Joint Parliamentary Committee, recommendations may be made to the European Parliament, to the Assembly and Government of the Republic of North Macedonia, to the Council of the European Union and to the European Commission.

Recommendations shall be considered adopted if they receive the support of a majority of the members of the delegation of the European Parliament and of the delegation of the Assembly of the Republic of North Macedonia.

Rule 4

The EU-North Macedonia Joint Parliamentary Committee shall be composed of members appointed by the European Parliament and by the Assembly of the Republic of North Macedonia.

The term of office of the members of the delegations shall be decided in accordance with the rules and practices of the European Parliament and the Assembly of the Republic of North Macedonia.

Rule 5

The Bureau of the EU-North Macedonia Joint Parliamentary Committee shall consist of the Chairman of the delegation of the European Parliament, the Chairman of the delegation of the Assembly of the Republic of North Macedonia and two Vice-Chairmen of each delegation.

The office of the Chairman shall be filled by turns by the Chairman of the European Parliament delegation and the Chairman of the delegation of the Assembly of the Republic of North Macedonia. The Chairman in office shall, where necessary, be replaced by the first or second Vice- Chairman of his or her delegation.

Rule 6

The EU-North Macedonia Joint Parliamentary Committee shall meet twice a year, once in one of the workplaces of the European Parliament and once in the Assembly of the Republic of North Macedonia.

The draft agenda, which shall be drawn up by the Bureau, shall normally be sent to Members a fortnight in advance.

Meetings shall be held in public, unless the Joint Parliamentary Committee decides otherwise.

Rule 7

Members of the Stabilisation and Association Council, established under art. 108 and following of the Stabilisation and Association Agreement, the Council of the European Union, members of the European Commission and any other person may, by decision of the Bureau, attend and speak at the meetings of the Joint Parliamentary Committee.

Rule 8

The Secretariat of the EU-North Macedonia Joint Parliamentary Committee shall be provided by the secretariats of the European Parliament and of the Assembly of the Republic of North Macedonia.

Minutes shall be drawn up for each session of the EU-North Macedonia Joint Parliamentary Committee for approval at the opening of the following meeting.

Rule 9

Members may address meetings of the Joint Parliamentary Committee in an official language of the European Union or of the Republic of North Macedonia. Translation and interpretation will be provided on the basis of decisions of the Bureau of the Joint Parliamentary Committee, and in accordance with the internal rules of the European Parliament.

Rule 10

The travel expenses and subsistence allowances of Committee members and officials assisting them shall be paid by the Parliament that has appointed them.

Other expenses entailed by the meetings and activities of the Committee shall be apportioned between the European Parliament and the Assembly of the Republic of North Macedonia.

Rule 11

Changes to these rules, proposed by the Joint Parliamentary Committee, shall be submitted for approval to the Bureau of the European Parliament and to President and Vice-Presidents of the Assembly of the Republic of North Macedonia.
