The storming of the Brazilian democratic institutions

Parliament expresses solidarity with democratically elected President Lula Da Silva, his government and Brazilian institutions and condemns in the strongest terms the criminal actions perpetrated by supporters of ex-president Bolsonaro, urging them to accept the democratic outcome of the elections.

MEPs welcome the efforts to ensure a prompt and impartial investigation to identify and prosecute those involved, the instigators as well as state institutions that failed to act in order to prevent the attacks.

They highlight a recent decision taken by the Supreme Court to approve federal prosecutors' request to investigate ex-President Bolsonaro as he 'may have contributed, in a very relevant way, to the occurrence of criminal and terrorist acts'.

EP Resolution of 7 July 2022 on the situation of indigenous and environmental defenders in Brazil

The situation of indigenous and environmental defenders in Brazil, including the killing of Dom Phillips and Bruno Pereira

MEPs strongly condemn the brutal murder of environmental and human rights defenders as well as indigenous people in Brazil, most recently the killing of British journalist Dom Phillips and Brazilian activist Bruno Pereira. They call on the Brazilian authorities to conduct an exhaustive, impartial and independent investigation into these murders and to ensure that they fully comply with due process at all times.

The resolution also denounces the increasing violence, attacks and harassment against human rights and environmental defenders, indigenous peoples, minorities and journalists in the country. It pushes back against the continuous aggressive rhetoric, verbal attacks and intimidating statements by Brazilian President Jair Bolsonaro, while deploring the sexual and gender-based violence perpetrated against women, girls and environmental and indigenous defenders.

EP Resolution of 22 October 2020 on EU-driven global deforestation

European Parliament resolution of 22 October 2020 with recommendations to the Commission on an EU legal framework to halt and reverse EU-driven global deforestation

Parliament calls on the Commission to put forward rules to stop EU-driven global deforestation through mandatory due diligence for companies placing products on the EU market.

There is currently no EU legislation prohibiting products that contribute to the destruction of forests outside the EU from being placed on the EU market. Subsequently, European consumers do not know whether the products they buy contribute to deforestation, including of irreplaceable tropical forests that are crucial for fighting climate change or protecting biodiversity.

EP Resolution of 24 November 2016 on the Situation of the Guarani-Kaiowá in the state of Mato Grosso do Sul

The European Parliament adopted a resolution on the situation of the Guarani-Kaiowá in the Brazilian state of Mato Grosso do Sul.

The resolution was tabled by the EPP, S&D, ECR, ALDE, Greens/EFA, GUE/NGL and EFDD groups.

Members recalled that according to official data, over the past 14 years at least 400 indigenous people and 14 indigenous leaders have been murdered, including Simiao Vilharva and Clodiodi de Souza, in their attempts to reclaim their ancestral lands in peaceful protests.

Members strongly condemned the violence perpetrated against the indigenous communities of Brazil, and deplored the poverty and human rights situation of the Guarani-Kaiowá population in Mato Grosso do Sul.

They called on the Brazilian authorities to take immediate action to protect indigenous people's security and to ensure that independent investigations are carried out.

EP Resolution of 13 April 2016 on the Zika virus outbreak

The European Parliament adopted a resolution tabled by the Committee on the Environment, Public Health and Food Safety on the Zika virus outbreak.

The Zika virus has been largely recorded in Brazil. Members pointed out that as of 9 February 2016, no cases of autochthonous Zika virus transmission have been reported on the European continent but a few cases have been reported in European outermost regions. Imported cases of Zika virus infection have also been reported in several European countries.

This being so, Parliament felt that there is a real threat of transborder transmission of the Zika virus infection caused by infected travellers and global commerce. Since neither treatment nor vaccines are available, and since the mosquitoes that spread the Zika virus bite both indoors and outdoors, prevention is currently based on personal protection measures

EP Resolution of 13 September 2012 on the Scientific and technological cooperation between the European Community and Brazil

The European Parliament adopted a legislative resolution on the draft Council Decision concerning the renewal of the Agreement for scientific and technological cooperation between the European Community and the Federative Republic of Brazil.

The European Parliament consents to the renewal of the Agreement.

EP Resolution of 20 January 2011 on the extradition of Cesare Battisti

Following a debate which took place on the same day, the European Parliament adopted a resolution on Brazil: extradition of Cesare Battisti.

The resolution had been tabled by the EFD, ALDE, EPP, S&D and ECR groups.

Parliament recalls that Cesare Battisti, an Italian citizen, was found guilty at seven trials and convicted in absentia , in final judgements handed down by the Italian courts, of four murders and of involvement in an armed group, robbery and possession of firearms, and sentenced to two terms of life imprisonment.

The latter went into hiding until he was arrested in Brazil in March 2007. The Brazilian Supreme Court in November 2009 decided to allow the extradition of Cesare Battisti and authorised the incumbent President of Brazil to release the prisoner to Italy, but this was refused by the then-incumbent President.

Parliament notes that that decision is being challenged by the Italian Government before the Brazilian Supreme Court [...]

The European Parliament adopted by 472 votes to 40, with 60 abstentions, a resolution on the European Union-Brazil Strategic Partnership.

The resolution addresses a number of recommendations to the Council, aimed at strengthening the EU-Brazil Strategic Partnership.

The main recommendations addressed to the Council include:

  • the Strategic Partnership should form part of the bi-regional approach to, and of the global view of, relations between the European Union, Latin America and the Caribbean, as decided on at the EU-Latin America and Caribbean (LAC) summits;
  • the Strategic Partnership should provide fresh impetus for the conclusion of the EU-Mercosur Association Agreement;
  • the focus of the Strategic Partnership's political agenda should include the promotion of joint strategies to tackle global challenges [...]
