Review of the European neighbourhood policy

The European Parliament adopted by 460 votes to 61, with 55 abstentions, a resolution on the review of the European Neighbourhood Policy (ENP).

Parliament stressed that the ENP is an essential part of the EU´s foreign policy and must remain a single policy. An effective ENP is vital to enhance the EU's foreign policy credibility and global positioning.

The Neighbourhood is currently in a state of flux due to the increasing number of long-standing and newly emerging security challenges, and is less stable, considerably less secure and facing a more profound economic crisis than when the ENP was launched.

The revised policy should be based on mutual accountability and shared commitment to EU values and principles. Despite the complexities and challenges in practice, the EU must remain steadfastly in support of transition processes in all and any countries and democratisation, respect for human rights and the rule of law.[...]

Rights of women in the Eastern Partnership States

The European Parliament adopted by 505 votes to 68, with 103 abstentions, a resolution on the rights of women in the Eastern Partnership (EaP) States.

Parliament recalled that in the EaP States, only 17 of 136 senior ministerial positions were held by women in 2015, on average women constituted 16 % of the elected Members of Parliament, and on average women accounted for only 17 % of the highest-ranking civil service positions. Moreover, only three political parties in the whole region were led by women.

Parliament noted that vertical and horizontal segregation of women's employment in the labour markets of the EaP States remains deeply entrenched in their cultural and social norms.

In general, Parliament considered the situation in the area of women's rights in the EaP countries to be in need of improvement. It pointed out that profound economic changes and economic uncertainty have had a negative effect on the economic situation of women.

Association Agreements / DCFTAs with Georgia, Moldova and Ukraine

The European Parliament adopted by 335 votes to 230 with 102 abstentions, a resolution on Association Agreements /Deep and Comprehensive Free Trade Areas (DCFTAs) with Georgia, Moldova and Ukraine. The resolution was tabled by the EPP, S&D, ECR, ALDE, and Greens/EFA groups.

Members welcomed the efforts made by Georgia, Moldova and Ukraine in ensuring that national legislation approximates EU standards based on AA/DCFTA commitments. They recalled that the funds made available must be spent well, and that by themselves they are not enough to stabilise the economy.

Believing that parliamentary scrutiny was needed for monitoring of the implementation of the AAs/DCFTAs, Members underlined their support for the territorial integrity of all three countries. They called on the Russian Federation to end its occupation of Crimea, and to put an immediate end to all direct or indirect involvement in the ongoing conflict in Ukraine, as well as in the frozen conflicts in Georgia and Moldova.[...]
