D-MD: Delegation to the EU-Moldova Parliamentary Association Committee

The Members of the European Parliament who compose its Delegation to the EU-Moldova Parliamentary Association Committee (D-MD) are responsible for the House's relations with the country.

As the name of the Delegation suggests, a specific forum - a "Parliamentary Association Committee" - has been established to bring together representatives from the European and Moldovan parliaments.

The D-MD Delegation represents half of this Committee. The other half is made up of Moldovan Members of Parliament.

Members and Chair

The European Parliament's Delegation counts 14 full members, and the same number of substitute members. The Moldovan Delegation to the Parliamentary Association Committee also includes 14 members.

The Chair of the European Parliament's Delegation is MEP Siegfried Mureşan (EPP, RO), supported by two Vice-Chairs: MEP Bronis Ropé (Greens/EFA, LT) and Ramona Strugariu (Renew, RO).

Legal framework

The framework for relations between the two parliaments is the EU-Moldova Association Agreement, which was signed on 27 June 2014 and came into force on 1 July 2016.

This agreement, which replaces the former Partnership and Cooperation Agreement between the partners, is designed to strengthen bilateral cooperation between Moldova and the EU on both political and economic levels.

Articles 440 and 441 of the Association Agreement set out the creation of the Parliamentary Association Committee and describe its relation to the Association Council.

Parliamentary Association Committee goals

The Parliamentary Committee ensures that there is parliamentary oversight of the Association Agreement's implementation. It also acts as a forum for debating all aspects of EU-Moldova relations and issues of mutual interest.

The Committee aims to provide impetus for democratic and economic reforms in Moldova and for its closer integration with the EU.

The Committee formally meets twice a year, alternating between the European Parliament's premises and in the Parliament of the Republic of Moldova. Joint recommendations are adopted during these meetings.

The Committee is co-chaired by Delegation Chair MEP Andi Cristea and - on the Moldovan side - Moldovan MP Eugen Karpov.

Delegation meetings and work

The Delegation meets on regular basis to discuss political, other major developments in Moldova and the evolution of EU-Moldova relations with key institutional players and with governmental and non-governmental actors.

The Delegation generally works hand-in-hand with other bodies of the European Parliament - notably the Committee on Foreign Affairs - and regularly co-hosts exchanges of views on developments in Moldova.

Article 440

1. A Parliamentary Association Committee is hereby established. It shall consist of Members of the European Parliament, on the one hand, and of Members of the Parliament of the Republic of Moldova, on the other, and shall be a forum for them to meet and exchange views. It shall meet at intervals which it shall itself determine.

2. The Parliamentary Association Committee shall establish its own rules of procedure.

3. The Parliamentary Association Committee shall be chaired in turn by a representative of the European Parliament and a representative of the Parliament of the Republic of Moldova respectively, in accordance with the provisions to be laid down in its rules of procedure.

Article 441

1. The Parliamentary Association Committee may request relevant information regarding the implementation of this Agreement from the Association Council, which shall then supply the Parliamentary Association Committee with the requested information.

2. The Parliamentary Association Committee shall be informed of the decisions and recommendations of the Association Council.

3. The Parliamentary Association Committee may make recommendations to the Association Council.

4. The Parliamentary Association Committee may create Parliamentary Association sub-committees.
