Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Az Európai Szociális Alap új súlypontjairól és a 2021-2027 közötti időszakra való kiterjesztéséről szóló, a Bizottság javaslatai alapján hozott döntésünkben megjelenik az európai szolidaritás, az EU-együttműködés politikai és erkölcsi lényege: az európai polgárok számára a szociális igazságosság, a méltányos foglalkoztatás, a megkülönböztetéstől és nélkülözéstől mentes élet szavatolása. Különösen igaz ez az európai szocialisták kezdeményezésre ebben a csomagban is megjelenő ifjúsági garancia, valamint az Unióban élő gyermekek egynegyedét sújtó – politikailag tűrhetetlen, emberileg elviselhetetlen – gyermekszegénység felszámolását célzó európai gyermekgarancia esetében.
Most a Bizottsággal közös felelősségünk, hogy ne engedjük felülkerekedni az ESZA+ (vagy ismertebb angol nevén ESF+) működésének legfőbb gyengeségét: azt, hogy a végrehajtás, a közösségi források felhasználása lényegében a tagállami kormányok kezében van, amelyek közül nem egy az európai célokkal éppen ellentétes, a szociális különbségeket erősítő, a gyengéket elnyomó szociálpolitikát folytat. Különösen nagy a kockázat az idei választási évben: hiszen ezek ugyanazok a szélsőséges nacionalista, EU-ellenes populista vezetők – mint az én hazámban Orbán –, akik a jövő generációk életét valóban meghatározó európai szociális és társadalmi kihívások helyett „migránsozással”, idegenellenességgel, félelem- és gyűlöletkeltéssel próbálják tematizálni az EP-választási kampányt.

Örömteli, hogy az osztrák elnökség és az Európai Parlament tárgyalódelegációja második körben előzetes egyességre jutott decemberben a 2019-es költségvetést illetően. Örömteli, hiszen november közepén egyezség nélkül szüntette meg az Európai Bizottság első javaslatáról szóló tárgyalásokat a két intézmény. A mostani, második javaslatról szóló jelentésben a szocialista és néppárti jelentéstevők bemutatták a tárgyalások eredményeit. A parlamenti tárgyalók a bizottsági javaslatnál 688,5 millió euróval többet harcoltak ki a mostani parlamenti ciklus utolsó, 2019-es költségvetése számára. Így a 2019-es költségvetés több forrást biztosít a tanuló- vagy munkanélküli fiatalokra, az Erasmus+ programra, az éghajlatváltozás elleni fellépésre, kutatásra és a migrációs problémák gyökerének kezelésére.
Az Európai Tanács a tárgyalások során arra törekedett, hogy a 2019-es költségvetés összességében magasabb legyen, mint a 2018-as, hogy egyetlen fejezet és egytelen program összege se csökkenjen 2018-hoz képest, illetve hogy a kiadások szintjét az összes tagállam GNI-jének legalább 1%-ában kell meghatározni. Ez összességében elfogadhatónak tartom, azonban a részleteket vizsgálva sajnálatosnak tartom, hogy az intelligens és inkluzív-, illetve a fenntartható növekedés fejezetek alatt valamennyi csökkentést találunk. Szavazatommal támogattam a jelentést, de arra buzdítottam a képviselőtársaimat, hogy hosszútávon olyan innovatív, munkahelyteremtő intézkedésekre fókuszáljunk, mint például az EU-Okosfalvak program.

Az EP ezúttal is az európai polgárok érdekét tartja szem előtt, amikor fellép egyes tagállamok gyakorlatával szemben, amelyek rendkívül helyzet – adott esetben a menekültválság – okán, sőt ürügyén indokolatlan szigorításokat, határellenőrzéseket vezetnek be a Schengeni rendszer alkalmazása során. A tapasztalatok viszont azt igazolják, hogy ezekkel az ideiglenesnek hirdetett, de sokszor jogtalanul és értelmetlenül hosszúra nyúló ellenőrzésekkel még egyetlen terroristát sem sikerült megállítani, miközben a lakosság számára okozott kényelmetlenség és félelemérzet ismét csak az EU-ellenes demagógia malmára hajtja a vizet.
Ismert tény, hogy a szabad mozgást, a határok átjárhatóságát az európai választópolgárok az integráció egyik legnagyobb és a leginkább polgárbarát vívmányaként tartják számon. Az EU nagyrészt ebből táplálkozó egyértelmű lakossági támogatottságát különösen a mostani kényes politikai helyzetben nem szabadna kockára tenni, amikor Európa-szerte erősödik a nacionalista, populista EU- és idegenellenes erők hangja. Európai demokrataként számomra tehát a humánum, a politikai célszerűség és a józan ész egyaránt a polgárok szabad mozgásának védelmét, az itt javasolt új szabályok támogatását indokolta.
