Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Votei contra as alterações 86 e 88 porque entendo que as mesmas constituem uma intromissão abusiva na esfera da liberdade política dos deputados.
Os membros do Parlamento Europeu são eleitos pelos cidadãos europeus e só perante eles devem ser politicamente responsáveis. Nenhum outro eleito deve ter competência política para escrutinar as alianças que cada deputado ou grupo de deputados faz para realizar os objetivos eleitorais e programáticos.
As denominadas alianças contranatura, ou seja, alianças entre deputados ou grupos de deputados de orientações políticas e ideológicas diferentes, ou mesmo opostas, devem ser justificadas apenas perante os seus respetivos eleitores e só estes deverão poder avaliá-las. Tais alianças devem, sobretudo, ser denunciadas e combatidas politicamente e não através de mecanismos que restringem a liberdade parlamentar.
As finalidades que subjazem às alterações contra as quais votei são perigosas porque pervertem a liberdade de exercício do mandato de deputado, põem em causa a própria essência da democracia parlamentar e abrem um perigoso precedente.
Em breve poder-se-á estar a tentar controlar a própria liberdade de voto dos deputados com base nos mesmos critérios de afinidade política com que agora se está a tentar controlar a liberdade de constituição de grupos políticos.

Situation in Venezuela (B8-0082/2019, B8-0083/2019, B8-0084/2019, B8-0085/2019, B8-0086/2019, B8-0087/2019) PT

Votei contra a Resolução sobre a Situação na Venezuela porque considero que ela constitui uma ingerência nos assuntos internos de um estado soberano e, como tal, é contrária ao espírito da Carta das Nações Unidas.
A União Europeia e o Parlamento Europeu deveriam promover iniciativas que levassem o governo e a oposição venezuelanos a resolver os seus diferendos por meios políticos e não tomar, abertamente, posições a favor de uma das partes. Subsistem, além disso, dúvidas sobre a autenticidade dos propósitos democráticos e/ou humanitários da Resolução, já que a UE e este Parlamento não tomaram idênticas posições sobre outros Estados ferozmente antidemocráticos.
Alguns dos Estados-Membros mais ativos contra o governo da Venezuela mantêm com regimes políticos sanguinários lucrativas relações comerciais, sobretudo no domínio da venda de armas. Por outro lado, se podemos questionar a legitimidade política de Nicolás Maduro como presidente da Venezuela, não podem restar dúvidas sobre a ilegitimidade do autoproclamado presidente Juan Guaidó. A legitimidade política não deriva, em democracia, de apoios internacionais interesseiros.
Por fim, não é prestigiante para a UE o facto de o PE passar, com esta Resolução, a integrar a fanfarra belicista anti Venezuela comandada por Donald Trump e Jair Bolsonaro.
