Reports - as rapporteur

L'approvazione a larga maggioranza da parte del Parlamento europeo della direttiva che riduce il consumo di alcuni prodotti di plastica usa e getta entro il 2021 è un importante segnale di transizione verso l'economia circolare e la lotta all'inquinamento dei mari. L'Europa dimostra di avere a cuore la salute del pianeta e allo stesso tempo di puntare, sempre più, verso un nuovo modello di sviluppo sostenibile. Un cambio di passo per alcuni prodotti in plastica che rappresentano la parte più consistente dei rifiuti marini. Per alcuni Stati membri sono stati concessi 4 anni per il recepimento della direttiva, anche per consentire una riconversione dei processi industriali salvaguardando l'occupazione. Negli altri casi, gli Stati dovranno adottare piani e obiettivi di riduzione nazionali entro un anno dal recepimento della stessa.

La raccomandazione del Parlamento europeo al Consiglio sulla 73a sessione dell'Assemblea generale delle Nazioni Unite conferma il nostro auspicio che l'UE rimanga pienamente impegnata nel multilateralismo, nella governance globale e nella promozione dei valori fondamentali delle Nazioni Unite su diritti umani, pace, sicurezza e sviluppo.
La strategia dell'UE deve rispecchiare il livello delle sfide globali odierne, che richiedono un'ONU forte e più efficiente e un approfondimento della cooperazione a livello di Stati membri.
In particolare abbiamo messo in luce alcune priorità come la riforma del sistema delle Nazioni Unite, compresa quella del Consiglio di Sicurezza. Questo con l'obiettivo di rendere il sistema veramente coordinato, efficace, trasparente e responsabile, sostenendo al contempo una riduzione della burocrazia, procedure semplificate e processi decisionali decentrati.
Sul fronte della sicurezza abbiamo invitato a ribadire l'inequivocabile condanna del terrorismo e il pieno sostegno alle azioni volte alla sconfitta e all'eradicazione di organizzazioni terroristiche come Daesh/ISIS, Al-Qaeda o gruppi terroristici affiliati.
Infine ho sostenuto con particolare convinzione i passaggi della risoluzione sul contrasto ai cambiamenti climatici e l'impegno dell'UE a favore dell'accordo di Parigi, volto ad incoraggiare tutti gli Stati membri delle Nazioni Unite a ratificarlo ed attuarlo in modo efficace.

Towards an EU external strategy against early and forced marriages (A8-0187/2018 - Charles Goerens) IT

Il testo approvato non solo affronta le molteplici cause del matrimonio infantile, tra cui la mancanza del rispetto dei diritti fondamentali dell'uomo, ma ricorda inoltre il ruolo dell'UE nello sviluppo sostenibile a livello globale. Il matrimonio forzato è infatti un fenomeno globale. Basti pensare che ogni anno 15 milioni di ragazze sono costrette a sposarsi prima dei 18 anni. Ritengo che l'Unione europea debba svolgere un ruolo guida nella cooperazione con le organizzazioni regionali e le comunità locali. È per questi motivi che ho votato a favore di questo testo: bisogna sollecitare gli Stati membri che non l'hanno ancora fatto a includere un divieto totale di matrimonio infantile nel loro diritto interno e a ratificare la Convenzione di Istanbul, per mettere fine a certe tragedie che purtroppo viviamo ancora oggi.
