Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Die SPD-Gruppe im Europaparlament wendet sich weder gegen eine Europäische Verteidigungsunion noch gegen PESCO, sowie die dadurch entstehenden Synergie- und Einsparungseffekte. Um die Verteidigungsunion umzusetzen, brauchen wir aber vor allem den politischen Willen der Mitgliedstaaten. Eine Stärkung der Wettbewerbsfähigkeit der bereits heute gut aufgestellten europäischen Verteidigungsindustrie, die mit dem Europäischen Programm zur industriellen Entwicklung im Verteidigungsbereich angestrebt wird, ist hingegen falsch konzipiert. Denn es löst die Probleme bestehender Doppelstrukturen und Inkompatibilitäten in der Rüstungsbeschaffung nicht. Stattdessen befördert der Fokus auf die Wettbewerbsfähigkeit vor allem europäische Waffenexporte. In diesem Zusammenhang kritisieren wir die mangelnde Exportkontrolle. Einer Subventionierung für prosperierende Rüstungskonzerne mit europäischem Steuergeld aus zivilen Förderprogrammen stimmen wir als SPD-Gruppe im Europaparlament nicht zu. EU-Mittel sollten im Rahmen einer EU-Industriestrategie an Sektoren mit wirklichem Förderungsbedarf vergeben werden.

. – Klar gegen Stierkampf – aber jede Diskussion muss am richtigen Ort geschehen.
Wie schon in den vergangenen Jahren wurde heute wieder über das Thema „EU-Subventionen für die Haltung und Aufzucht von Stieren für Stierkämpfe“ abgestimmt. Wieder einmal an der falschen Stelle – im Rahmen der Resolution für den Gesamthaushaltsplan 2018.
Zur Klarstellung: In der EU werden Zahlungen an Landwirte hauptsächlich über die Flächenprämie ausgegeben – die Anzahl der Hektare wird gefördert. Mir missfällt, wie vielen Menschen in Europa, die Tradition des Stierkampfs oder z. B. das Halten von Gänsen, die gestopft werden, und ich würde dies gern beenden. Doch das muss im Rahmen einer Tierschutzdebatte stattfinden und nicht mit der derzeitigen Praxis der Flächenprämien in der Gemeinsamen Agrarpolitik vermischt werden.
Seit Jahren kämpfe ich gegen die Unsinnigkeit einer linearen Flächenförderung in Europa. Wenn wir es schaffen, die gesamten Landwirtschaftssubventionen darauf auszurichten, dass öffentliche Gelder nur noch für öffentliche Leistungen der Landwirtschaft ausgegeben werden, werden die indirekte Flächenförderung von Kampfstieren und Stopfgänsen, Qualzuchten bei Geflügel oder großflächiger Monokultur im Grundsatz ein Ende haben. Dafür sollten wir gemeinsam kämpfen.
