Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Implementation of the common commercial policy – annual report 2018 (A9-0160/2020 - Jörgen Warborn) ES

El Acuerdo UE-Mercosur es un acuerdo equilibrado y ambicioso, que profundiza en las relaciones económicas con Iberoamérica y en la integración birregional; favorecerá el diálogo político y el libre comercio, y permitirá aumentar la producción y generar ganancias netas para ambos bloques. Desde la Delegación española del PP, consideramos que su ratificación será un importante paso hacia delante en la liberalización de un mercado estratégico.
El texto final del informe del Sr. Warborn, pese a abarcar de forma muy equilibrada los temas más significativos en la aplicación de la política comercial común de la Unión en el año 2018, entre los que cabe destacar las medidas específicas destinadas al apoyo a las pymes y la reciprocidad entre operadores, incluye parte de una enmienda que solicita expresamente la no ratificación del Acuerdo UE-Mercosur.
Por este motivo, y convencidos de la revalidación de este Acuerdo, que supondrá una oportunidad histórica en la creación de oportunidades comerciales, de inversión de empleo y crecimiento para ambos bloques, hemos votado en contra del texto final del informe.

Determination of a clear risk of a serious breach by the Republic of Poland of the rule of law ES

La Delegación Española del PP vota a favor de la propuesta de Resolución sobre el Estado de Derecho en Polonia. La gravedad de los hechos así lo demanda.
No obstante, algunos elementos de la propuesta de Resolución han excedido el ámbito de su competencia, poniendo en riesgo la objetividad del informe y abordando materias sobre las que existe un tratamiento legal diferenciado entre los distintos Estados.
La Delegación se opone a que se establezca una asociación sin matices entre el aborto y los derechos humanos, cuando esta es una cuestión mucho más compleja, con dimensiones médicas, científicas y éticas que no deberían ser objeto de tratamiento en este informe.
Por otro lado, cree en el derecho a la objeción de conciencia por parte los profesionales médicos, sin que este derecho entre en colisión con el derecho de toda mujer a recibir la debida atención médica y a la protección efectiva de su salud.
En estas cuestiones, la Delegación del Partido Popular ha expresado un voto particular.
La Delegación del PP se suma al llamamiento del Parlamento Europeo a las autoridades de Polonia en la defensa de un Estado de Derecho fuerte y efectivo, clave para avanzar en el proyecto comunitario del que formamos parte.

Admissible motions are referred to the committee responsible, which shall decide whether to follow up the motion for resolution and, if so, which procedure is to be followed.
