Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. CO2 emission performance standards for new heavy-duty vehicles (A8-0354/2018 - Bas Eickhout) ES

La delegación socialista española ha votado a favor de la propuesta de Reglamento. El Parlamento y el grupo socialista han logrado introducir medidas interesantes en la propuesta presentada por la Comisión.
Los vehículos pesados son responsables de la cuarta parte de las emisiones totales de CO2 en carretera, tanto la UE como las Naciones Unidas en sus Objetivos de Desarrollo Sostenible son consciente de la necesidad de la reducción del CO2 en la lucha contra el cambio climático.
La propuesta establece objetivos para la reducción del 15 % para 2025 para llegar a un 30 % en 2030, los vehículos profesionales como autobuses y remolques están exento hasta 2022.
Los socialistas celebramos todos los avances que las instituciones europeas hagan para mejorar la situación del medio ambiente y seguiremos trabajando para encontrar soluciones a uno de los mayores retos del siglo XXI.

La industria de defensa constituye un sector estratégico que emplea a millón y medio de personas de forma directa e indirecta. Pese a que la UE28 es el segundo actor mundial que más gasto militar realiza, un alto porcentaje se usa de manera ineficiente debido a la fragmentación del mercado, la duplicación de capacidades, la insuficiente colaboración industrial o la falta de interoperabilidad.
Este Fondo, basado en el Programa Europeo de Desarrollo Industrial en materia de Defensa adoptado en julio, pretende aumentar la competitividad y la innovación del sector europeo, favoreciendo la cooperación de los Estados miembros en el desarrollo de capacidades propias.
Hemos apoyado el acuerdo parcial alcanzado con el Consejo dado que compartimos la necesidad de impulsar nuestras capacidades estratégicas y dado que nuestro grupo ha contribuido significativamente a mejorar la evaluación ética que debe realizarse antes de la financiación de las acciones, al tiempo que se incluye la limitación de desarrollar armas autónomas letales sin control humano.
No obstante, lamentamos que PPE, ECR y ALDE hayan impedido incluir expresamente en el texto la imposibilidad de subvencionar acciones que contribuyan al desarrollo de armas de destrucción masiva o a la investigación y al desarrollo de armas incendiarias o municiones de uranio empobrecido.

Sobre la base del éxito de los dos primeros programas del Fondo Europeo para Inversiones Estratégicas (también conocidos como plan Juncker o FEIE), la Comisión propuso para el próximo marco financiero, un nuevo programa llamado InvestEU.
A través de cuatro ejes (infraestructura sostenible, investigación, innovación y digitalización, pymes e inversión social) InvestEU movilizará más de 500 000 millones de euros de inversiones en la UE, de los cuales casi 16 000 millones se prevén en el presupuesto de la UE 2021-2027.
Nuestro grupo ha trabajado para conseguir que InvestEU sea un instrumento fuerte para la política de inversiones de la UE. que combine los diversos instrumentos financieros hasta ahora dispersos con el objetivo de optimizar el impacto de la inversión de la UE sobre el terreno.
El resultado de la negociación representa en sí un éxito, ya que hemos conseguido incluir nuestras prioridades, concretamente en relación con los objetivos (creación de empleo, objetivos de desarrollo sostenible, lucha contra el cambio climático, innovación, educación, cohesión económica, territorial y social, energía, infraestructuras...), la gobernanza y la rendición de cuentas.
Por todo ello la delegación socialista española en el Parlamento Europeo ha votado a favor.

Individual motions for resolutions
