Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. J'ai voté en faveur de ce rapport et en particulier, pour le paragraphe 44 qui demande à la BCE de: veiller à l’indépendance des membres de son comité d’audit interne; publier les déclarations d’intérêts financiers des membres de son conseil des gouverneurs afin de prévenir les conflits d’intérêt; veiller à ce que le comité d’éthique ne soit pas présidé par un ancien président ou par d’autres anciens membres de son conseil des gouverneurs, ni par qui que ce soit pouvant présenter un risque de conflit d’intérêts; appelle le conseil des gouverneurs de la BCE à suivre le code de conduite et le statut des fonctionnaires de l’Union et à mettre en place une obligation d’abstention professionnelle de deux ans de ses membres après la fin de leur mandat et qui insiste sur le fait que les membres du directoire de la BCE devraient s’abstenir d’être simultanément membres d’instances ou d’autres organisations, y compris d’organes d’exécution de banques soumises à la surveillance de la BCE.

J’ai voté en faveur de cette recommandation sur le projet de décision du Conseil relative à la conclusion du traité de Marrakech, dont l’ambition est de faciliter l’accès des aveugles, des déficients visuels et des personnes ayant d’autres difficultés de lecture des textes imprimés aux œuvres dans des formats accessibles, tout en protégeant les titulaires des droits. Le traité de Marrakech, adopté le 27 juin 2013, s’inscrit dans un ensemble de traités internationaux relatifs au droit d’auteur relevant de l’Organisation mondiale de la propriété intellectuelle (OMPI). Sa dimension culturelle et ses objectifs de développement social sont indéniables; il vise principalement à établir un ensemble de limitations et d’exceptions obligatoires en faveur des aveugles, des déficients visuels et des personnes ayant d’autres difficultés de lecture des textes imprimés. À cet effet, le traité harmonise les exceptions du système international en matière de droit d’auteur et permet les échanges transfrontières d’exemplaires en format accessible.

J’ai voté en faveur de ce rapport qui porte sur le règlement venant clarifier la compétence, la reconnaissance et l’exécution de décisions en matière matrimoniale, de responsabilité parentale et d’enlèvement international d’enfants. Cette refonte s’inscrit dans le cadre du programme REFIT et permettra de faciliter la circulation des décisions sur ces matières. Une attention toute particulière a été apportée à l’efficacité générale de certains aspects des procédures concernant les enfants, y compris pour ce qui est de l’enlèvement parental, du placement transfrontière d’enfants, de la reconnaissance et de l’exécution des décisions, ainsi que de la coopération entre les autorités nationales. La refonte vise à améliorer l’efficacité du retour des enfants victimes d’enlèvement et prévoit également la concentration de la compétence sur un nombre limité de juridictions spécialisées dans les affaires d’enlèvement d’enfants. De plus, comme nouveauté, elle supprime la procédure d’exequatur (procédure visant à déclarer exécutoire une décision rendue dans un autre État membre) pour toutes les décisions relevant du champ d’application du règlement, y compris le droit de garde, les décisions en matière de protection des enfants et de placement. Enfin, notons aussi que l’obligation générale d’auditionner l’enfant capable de discernement est désormais incluse dans la proposition de refonte.
