Main parliamentary activities

Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. CO2 emission performance standards for new heavy-duty vehicles (A8-0354/2018 - Bas Eickhout) NL

Hoewel ze maar 5 % van de voertuigen op de weg uitmaken, zijn trucks verantwoordelijk voor een kwart van de CO2-uitstoot van het wegvervoer. Het werd dan ook hoog tijd dat we in de EU uitstootnormen voor trucks vastleggen.
We hebben in deze zittingsperiode in een recordtempo gewerkt en ik denk dat onze commissaris trots mag zijn op zijn nalatenschap: eerst is de monitoring en rapportage in wetgeving gegoten en nu zijn dus ook de normen voor 2030 vastgelegd. Zo zal de uitstoot van nieuwe trucks tegen 2030 met 30 % verminderd worden. Deze wetgeving is dan ook cruciaal opdat lidstaten de afgesproken CO2-reductiedoelstellingen kunnen halen. Voor lidstaten met veel doorgaand vrachtverkeer, zoals België, geldt dat des te meer.
Daar komt nog eens bij dat tegen 2025 2 % van de verkochte trucks voertuigen met lage of geen uitstoot moeten zijn. Daarmee is het signaal voor de truckbouwers duidelijk. De Europese truckconstructeurs moeten nu het voortouw nemen met de productie van vrachtwagens met een ultralage uitstoot.

Ik ben bijzonder verheugd dat we vandaag het groene licht kunnen geven over de invulling van het InvestEU-programma, de opvolger van het Junckerplan. We hebben echt in sneltreinvaart een akkoord kunnen realiseren over dit dossier.
Met deze investeringsgarantie kunnen voor de volgende zeven jaar in totaal 700 miljard euro aan investeringen worden losgemaakt in de EU. 30 % van de middelen moet dienen om de EU-klimaatdoelstellingen te realiseren. Aangezien de EU-begroting een deel van het risico draagt, kunnen private investeerders vlotter over de brug worden gehaald om mee te stappen in innovatieve projecten. Ik denk dan met name aan investeringen om de CO2-uitstoot in de energie-intensieve industrie verder te reduceren.
Hopelijk zijn de lidstaten nu ook bereid om met voldoende middelen over de brug te komen. Laten we hopen dat de brexitperikelen een stevig akkoord over de komende Europese meerjarenbegroting niet in de weg staan. Want daar moeten de Finnen na de zomer mee aan de slag: een ambitieuze begroting die de EU toestaat haar rol te spelen.

Om sociale dumping en sociale fraude doortastend aan te pakken, moeten we effectief kunnen controleren of de Europese sociale normen wel gevolgd worden, en of gedetacheerde werknemers sociaal verzekerd zijn in hun thuisland.
Daarom komt er al vóór eind 2019 een Europese Arbeidsautoriteit, die o.a. moet toezien op grensoverschrijdende arbeids- en sociale inspecties, bindende informatie-uitwisseling tussen de socialezekerheidsdiensten van de lidstaten, en het afdwingen van boetes bij fraude met socialezekerheidsbijdragen en inbreuken op de arbeidswetgeving voor mobiele werknemers.
De Europese arbeidsregels werden de afgelopen jaren al gevoelig aangescherpt, onder meer door de uitrol van gelijk loon voor gelijk werk voor gedetacheerde werknemers, maar ze staan of vallen bij een effectieve controle. Daar moet de Europese Arbeidsautoriteit voor zorgen.
