Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Socialdemokratiet i Europa-Parlamentet bakker grundlæggende op om, at kunstnere skal have en rimelig betaling for brug af deres værker.
De europæiske regler til beskyttelse af ophavsrettigheder har længe været forældede og har ikke været skræddersyet til en digital virkelighed.
Det er vigtigt at understrege, at dette direktiv pålægger udbydere af onlinedelingstjenester nye forpligtelser, men at disse forpligtelser ikke er rettet mod brugerne af disse.
Kommissionens oprindelige direktivforslag var uacceptabelt, og det har gennem hele lovgivningsprocessen været en prioritet for Socialdemokratiet i Europa-Parlamentet, at der blev indsat robuste beskyttelsesforanstaltninger. Disse beskyttelsesforanstaltninger har skullet værne om en lang række legitime grunde til at benytte sig af ophavsrettighedsbeskyttet materiale. Derfor er karikaturer, anmeldelser o.l., der benytter sig af ophavsrettighedsbeskyttet materiale, ikke omfattet af direktivets bestemmelser.
Det har ligeledes været en prioritet, at en række platforme skulle undtages fra direktivet, så eksempelvis online encyklopædier, open source-platforme og platforme med et uddannelses- eller forskningsmæssigt formål nu ikke længere er underlagt direktivet.
Direktivet har også indsat visse undtagelser for nye og mindre virksomheder. Vi vil følge direktivets påvirkning af disse virksomheder nøje.
Skulle direktivet have utilsigtede konsekvenser i forhold til direktivets undtagelser eller dets implementering generelt, vil vi forlange en hurtig revision af direktivet.

Vi danske socialdemokrater i Europa-Parlamentet støtter større kontrol med og revision af tillægget til generelle udgifter til kontorhold, som ofte kaldes blyantspenge.
Socialdemokratiet mener, at forslaget i denne betænkning har en stor svaghed, idet revisionen er frivillig for europaparlamentarikere. Vi mener, revisionen skal være obligatorisk for alle.
Det er for os afgørende, at der er klare, ens og kontrollerbare regler, at kontrollen udøves af fagprofessionelt personale, og at samtlige europaparlamentarikere underlægges ens og effektive kontrolsystemer.

General budget of the European Union for 2019 - all sections (A8-0313/2018 - Daniele Viotti, Paul Rübig) DA

Vi danske socialdemokrater i Europa-Parlamentet støtter større kontrol med og revision af tillægget til generelle udgifter til kontorhold, som ofte kaldes blyantspenge. Det er afgørende, at der er klare, ens og kontrollerbare regler, at kontrollen udøves af fagprofessionelt personale, og at samtlige europaparlamentarikere underlægges ens og effektive kontrolsystemer. Vi støtter derfor ethvert konstruktivt og realistisk forslag, der sigter mod at opnå dette.
Vi mener, at Europa-Parlamentet kun bør have ét hjemsted. Alene dette vurderes at kunne frigøre op mod 10 % af parlamentets budget.
Vi støtter initiativer, der sigter mod at hjælpe ofre for seksuel chikane i Europa-Parlamentet. Vi mener dog, at disse initiativer kan iværksættes inden for den nuværende budgetramme og uden at forøge det samlede budget.
Vi afviser ethvert forslag om markante forøgelser af parlamentets budget. Storbritanniens udmeldelse efterlader et økonomisk hul i EU-budgettet, og vi mener i denne forbindelse, at det vil være passende at reducere parlamentets budget og prioritere bedre inden for disse budgetrammer.

Individual motions for resolutions

In accordance with Rule 143 of Parliament's Rules of Procedure, any individual Member may table a motion for resolution on a matter falling within the spheres of activity of the EU.
