A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. La delegación española del Grupo del PPE está de acuerdo con la idea sustantiva de la Resolución del Parlamento Europeo sobre condiciones y sistemas penitenciarios, pero los apartados 21 y 29 no los podemos aceptar porque el acercamiento de presos es una historia vinculada al sufrimiento de muchas víctimas inocentes del fenómeno terrorista en España. Tampoco podemos olvidar que la política de dispersión de presos ha jugado un papel crucial para la derrota de la organización terrorista ETA.
