I have decided to vote in favour of this vote, principally for economic motives. With the largest trade relation in the world of over $1 trillion, it is imperative to maintain positive relations with the United States. While there are some threats in the domain of trade from the current administration in the U.S., it is not the time for European protectionism. We must seek solutions, not by responding in kind, but by following rules-based processes in the WTO with other members, since we are unable to seek a permanent exemption from American tariffs. Simultaneously we must continue dialogue between EU and U.S. on eventually agreeing on deep and ambitious FTA. Nonetheless, our current trade disputes should not change our position on national security and defence cooperation. The 2018 adoption of the Permanent Structured Cooperation (PESCO) is ineffective and creates redundancy with the ongoing NATO membership of the majority of EU member-states. The best policy is to continue developing our strong relations with the U.S. and maintain the deep and strategic partnership transatlantic link through NATO. We share the same values and must remain close allies.

I decided to abstain on this vote. China is an important strategic partner of the EU. The enormous and expanding market of China brings many potential economic benefits to all of Europe. China is currently the EU’s second largest trading partner, only after the US, and the total trade figure is expected to grow. It is especially important to uphold a strong partnership with China now, when it is expanding on the international stage with programmes like Xi Jinping’s One Belt One Road agenda. This enormous programme spans the continent of Asia to the outer reaches of the European Union, and even provides prospective infrastructure programmes in southeastern Europe. However, our trade relations must be based on free and fair conditions. We must address the issue of state subsidies in Chinese exports as well as the question of intellectual property rights that are not sufficiently enforced by the Chinese Government.

. ‒ I have decided to vote against the proposed European Solidarity Corps (ECS). While this initiative may sound favourable on the surface, when one takes into consideration the details of the proposal it becomes quite clear that it is not cost effective. Back in 2007, we had a very similar proposal known as the European Voluntary Service in which only 35 000 young people participated at the cost of EUR 885 million over 7 years (2007-2013). This new proposal attempts to attract 100 000 young people with a budget of only EUR 375.6 million in three years (2018- 2020), a measure which is economically infeasible. Also, with a plethora of volunteer opportunities for young people including: the Erasmus+ program, the European Social Fund and the Youth Employment Initiative, it is completely unnecessary to fund another expensive program which has a parallel aim. Finally, the proposal is a clear overreach of EU competence, volunteering is a positive activity which benefits young people, however it should be mainly organised on national level, where most of the projects take place anyway.

. ‒ I decided to abstain on this vote regarding language equality in the digital age. On the one hand, it is of the utmost importance to protect European citizens by broadening their access to technology in different languages. Today, English has become the dominant language online, while only 20% of European citizens have a professional level of competence in the English language. Furthermore, there are 12 million citizens in the EU who are unable to speak, to a decent level, the official language of their native country. Still, while it is important to protect and cultivate Europe’s diversity of languages, it is also imperative to protect the rights of enterprise and digital start-ups. It would be unreasonable and uncompetitive, in the global market, to require a digital start-up in Europe to translate its platform into 24 languages, or even all 60 national and regional languages of the EU. We need to promote digital small businesses and start-ups.
Unfortunately, while it has a noble goal, the report is not properly balanced and could potentially damage the digital economy. For these reasons I decided to abstain.

Jsem velmi rád, že dnes bylo schváleno připojení České republiky k automatizovanému systému na výměnu údajů o registraci automobilů. Já jsem samozřejmě tento návrh podpořil. Většina zájmu v médiích se točila okolo faktu, že nově budou dostávat řidiči z jiných členských států pokuty za porušování předpisů v ČR, tento nově zavedený systém má ale mnohem hlubší význam. Výrazně podpoří bezpečnost a boj proti organizované kriminalitě. Ať už jde o organizované bandy zlodějů aut, které rychle odvážejí ukradené vozy napříč Evropou, nebo o osoby sledované kvůli podezření na napojení na teroristické organizace. Zde všude tento systém pomůže policii lépe spolupracovat s kolegy napříč ostatními členskými zeměmi.

Musel jsem znovu odmítnout dnešní návrh na námitku k rozhodnutí Komise o geneticky modifikované sóje. Rozhodování o udělení povolení k pěstování geneticky modifikovaných plodin se má řídit na základě vědeckých informací, nikoliv na ideologickém odmítání. Námitku nechápu o to víc, že existující legislativa umožňuje každému členskému státu finální rozhodnutí o pěstování GMO plodin učinit samostatně na základě vlastního rozhodnutí. Konsensus vědecké komunity ohledně GMO plodin je naprosto jednoznačný, plodiny nijak neohrožují životní prostředí ani lidské zdraví. Přesto však existuje zažitý mýtus, skoro by se chtělo říct fake news o nějakém imaginárním nebezpečí, které nám bude hrozit, pokud budeme využívat GMO plodiny. Já tento přístup nechápu a naprosto ho odmítám.

Rezoluci o prioritách Evropského parlamentu na konferenci OSN o změně klimatu 2017 v Bonnu jsem nemohl podpořit. Rezoluce je naprosto nerealistická, pokud by pozice v ní obsažené měly skutečně být uplatňovány, došlo by k výraznému poškození našeho průmyslu a ekonomiky, rostla by nezaměstnanost a Evropa by opět ztratila na konkurenceschopnosti.
Přestaňme prosím podléhat zelené ideologii. Ochrana přírody, ať už lokálně nebo globálně, se musí primárně soustředit na podporu technologického vývoje a inovací, nikoliv restriktivní omezování našich životů. Především pak návrh, aby země EU jednostranně navýšily své závazky na snižování emisí skleníkových plynů nad rámec dohody z Paříže, je naprosto absurdní. Abychom si rozuměli, já nejsem klimatický skeptik, ale odmítám nesmyslná opatření, která nebudou mít na skutečnou situaci žádný dopad. Pojďme se konečně začít bavit bez zelených klapek na očích a začněme hledat fungující řešení.

Dnešní hlasování o rezoluci o jednání o brexitu mne doslova šokovalo, a to bohužel negativně. Celou dobu posloucháme ujišťování ze všech stran, že máme zájem o spořádané, přátelské jednání partnerů, kteří budou i do budoucna úzce spolupracovat v řadě oblastí. A pak zde kolegové napříč politickým spektrem schválí rezoluci, ze které jen čiší snaha o pomstu Britům, že si dovolili odejít z EU. Já jsem pro takovou rezoluci hlasovat rozhodně nemohl.
Pánové Juncker, Weber, Pitella nebo Verhofstadt by si měli uvědomit, že hlavní vinu za odchod Britů z EU nesou hlavně oni prosazováním federalistické integrační politiky, která jde proti zájmům a přáním občanů. Já jsem přesvědčený Evropan a věřím ve spolupráci zemí napříč kontinentem, ať už jsou v EU nebo ne. Mrzí mne, jak převažující federalistická klika zde v Parlamentu ohrožuje naší společnou budoucnost a vede EU k implozi. Potřebujeme jinou EU, menší, flexibilní, pracující pro občany a členské země, ne pro sebe samotnou.
