EU začala před lety upouštět od výroby produktů s vysokým podílem lidské práce a nízkou hodnotou, aby se mohla specializovat na značkové zboží vyšší hodnoty. Pro otevřenou ekonomiku EU má zásadní význam obchod. Aby EU překonala překážky bránící obchodu a zajistila rovné podmínky pro své podniky, jedná o řadě dohod o volném obchodu. EU rovněž patří k zakladatelům a klíčovým členům Světové obchodní organizace (WTO).

Světová obchodní organizace (WTO) usiluje o zabezpečení mezinárodního obchodního systému založeného na pravidlech. Navzdory patové situaci při obchodních jednáních se zkoumají možnosti, jak modernizovat pravidla WTO a řešit nové globální problémy. V oblasti mezinárodní obchodní politiky vykonává Evropský parlament na základě Lisabonské smlouvy legislativní činnost společně s Radou, musí schválit veškeré změny dohod WTO nebo nové dohody a zastává důležitou kontrolní úlohu.

Ve své rozvojové politice klade EU velký důraz na obchod a zaměřuje se přitom na země, které nejvíce potřebují pomoc.
