This note, prepared by Policy Department A for the Committee on Employment and Social Affairs, summarises the background on the discussion of the posting of workers phenomenon, and introduces the focus and the key findings of the recent study "Posting of Workers Directive – Current Situation and Challenges". It then lists the key recommendations of the study to give the interested audience a quick overview on the main findings of the study.

This study, commissioned by the European Parliament's Policy Department for Economic and Scientific Policy at the request of the Committee on Employment and Social Affairs of the European Parliament, presents key indicators on employment and poverty, reviews existing social and employment policies, and discusses the current issues relevant to this field. In the wake of the crisis, gross wages in the euro area fell by 3.1% in 2009. They started to grow again, by 2.0%, in 2011 and the European Commission forecasts an increase of trend growth to 3.5% for 2016. Net earnings are only increasing slightly, however. It describes major social developments in Europe, with a focus on poverty, and considers and interprets the links between fiscal consolidation measures and social developments.

This paper examines economic, social and employment developments in Cyprus since 2009, when the impressive economic performance turned to a deep recession, eventually placing the country in a rescue programme.

Due to the financial crisis, some European countries were forced to ask for financial assistance. In return they committed to implement austerity measures and structural changes including labour market reforms. These measures have been criticized for having negative effects on social dialogue and human rights, and not respecting international treaties.

Good work-life balance promotes the well-being of workers and can contribute to achieving other EU policy goals. However currently more than one worker in five expresses dissatisfaction with their personal situation. Acheiving work-life balance can be made easier by family-oriented policies and flexibility in the organisation of work. It has been suggested that 2014 be designated the European Year for Reconciling Work and Family Life.
