On 1 February 2018, the European Commission published a proposal for a recast of the Directive on the quality of water intended for human consumption (the Drinking Water Directive). The proposal responds to the European Citizens' Initiative, Right2Water, and builds on a fitness check which concluded that the 20-year old directive is fit for purpose, but needs updating. The main elements of the proposal consist of updating the water quality standards, introducing a risk-based approach to the monitoring of water, improving and streamlining the information provided to consumers, harmonising the standards for products in contact with drinking water, and imposing obligations to improve access to water. In the European Parliament, the Committee on Environment, Public Health and Food Safety (ENVI) adopted its report on 10 September 2018. A plenary vote on the amendments, and on opening interinstitutional negotiations, took place on 23 October 2018. Although the Council reached a general approach on 5 March 2019, the Parliament concluded its first reading in plenary on 28 March 2019. Trilogue negotiations in view of reaching an early-second reading agreement could thus begin in the new parliamentary term.

Harmonised products represent 69 % of the overall value of industrial products in the internal market. However, a significant part of these products does not comply with harmonised EU rules. This has negative effects on the health and safety of consumers, and on fair competition between businesses. To remedy the situation, the Commission proposed, on 19 December 2017, to strengthen market surveillance rules for non-food products harmonised by EU legislation. The proposal for a compliance and enforcement regulation would increase EU-level coordination of market surveillance, clarify the procedures for the mutual assistance mechanism, and require non-EU manufacturers to designate a natural or legal person responsible for compliance information. On 7 February 2019, Parliament and Council reached a provisional agreement on the proposal. Parliament is due to vote on that agreement during the April II plenary session. Fourth edition. An initial appraisal of the impact assessment suggests that methodological strengths outweigh the weaknesses in this overall convincing analysis. This impact assessment is underpinned by a substantial body of work and clearly shows expertise. Nonetheless, the impact assessment could have provided more information on the links with two pending legislative procedures. Its presentation could have further facilitated consideration of the choices made by the Commission.

A number of scandals stressed the need to tighten the regulatory framework for such devices. The European Commission's proposals for regulations on MDs and IVDs, being discussed in parallel, are extensive and will repeal all existing rules. Votes in Parliament at second reading are expected during the April I plenary.

Freshwater ecosystems are particularly rich in biodiversity and fulfil important ecosystem services. However, the continuing presence of pollutants still raises concerns for public health, as well as for nature conservation. Surface water bodies and groundwater alike are threatened by synthetic and also naturally occurring substances that can have a negative impact on the aquatic environment and on human health. Increased temperature and over-abstraction of water are further causes for concern. Meanwhile, heavy modifications to the natural flow and physical changes to water bodies can also cause serious disturbances to water ecosystems. With the Water Framework Directive (WFD), the EU adopted comprehensive legislation for the protection of water within the EU. Under the directive, Member States are required to achieve good status in all bodies of surface water and groundwater by 2015, or 2027 at the latest. Unfortunately, despite considerable improvements in water quality, this goal was not achieved by the end of 2015 as hoped.

Medical devices and in vitro diagnostic medical devices cover a wide array of products. The EU legal framework for such devices was harmonised in the 1990s. The European Commission presented a pair of proposals for regulations in September 2012, to update the framework. Following Parliament's first readings in April 2014, the Council agreed its positions in October 2015. At the conclusion of the trilogue meetings, agreement was reached on both proposals on 25 May 2016. This was endorsed by the Council's Permanent Representatives Committee on 15 June and confirmed by Parliament's ENVI Committee on the same day. Political agreement in the Council was reached in September. Both drafts are now undergoing legal-linguistic revision. The formal first reading of the Council is expected early this year, followed by final approval, at second reading, by Parliament. This updates a previous edition, from June 2016: PE 583.812.
