New EU rules on labelling of tyres

On 17 May 2018, the European Commission adopted a proposal for a new regulation on the labelling of tyres for the purposes of fuel efficiency, safety, and noise reduction. This would replace the 2009 Tyre Labelling Regulation (TLR), while maintaining and reinforcing most of its key provisions. The proposed regulation would increase consumer awareness of the tyre label, and improve market surveillance and enforcement of TLR provisions across the EU Member States. Suppliers would be obliged to display the tyre label in all forms of purchase, including where the tyre is not physically shown in the store and where it is sold online or on a long-distance basis. Whereas the tyre label is currently applicable to passenger and light-duty vehicles, in future it would also apply to heavy-duty vehicles. The new label would include visual information on tyre performance in snow or ice conditions, and could be adjusted by means of delegated acts to include information on mileage, abrasion or re-studded tyres. Tyre labels would be included in the product registration database being set up as part of the revised EU framework for energy efficiency labelling. On 13 November 2019, successful trilogue negotiations resulted in a provisional agreement on the content of the new regulation. Council and then Parliament need now to formally adopt the new TLR, which would allow its provisions to become applicable from 1 May 2021. Third edition. General safety of vehicles and protection of vulnerable road users

As part of the third 'Europe on the move' package of measures, on 27 May 2018, the European Commission presented a proposal for a regulation on type-approval requirements for motor vehicles and their trailers, as regards their general safety and the protection of vehicle occupants and vulnerable road users. The regulation is part of the EU's efforts to halve the number of fatal and serious injuries in road crashes between 2020 and 2030. It would introduce a number of advanced vehicle safety features that passenger cars, vans, buses and trucks would have to have as standard equipment in order to be sold on the internal market. It would replace three current type-approval regulations: the General Vehicle Safety Regulation, the Pedestrian Protection Regulation and the Hydrogen-Powered Motor Vehicles Regulation. In March 2019, the European Parliament and the Council reached a provisional agreement on the proposal, that clarifies exact requirements for different safety features and brings forward the deadlines for their mandatory instalment in vehicles. Parliament is expected to vote on it during the April II plenary session.

In July 2015, the Commission proposed a new regulation on energy efficiency labelling as part of its summer energy package. The proposed regulation seeks to restore the A-G scale for energy labelling; create a mechanism for rescaling products that can accommodate further improvements in energy efficiency; establish a product database on energy efficiency; and introduce a safeguard procedure to improve national market surveillance. The rescaling of different types of household products would be done through delegated acts from the Commission. While the proposal is supported by consumer and environmental groups, industry groups are concerned that a major change in energy labelling could have a negative impact on both producers and consumers, acting as a disincentive to greater energy efficiency. The Council adopted a general approach in November 2015. The Parliament approved a series of legislative amendments in July 2016. After several trilogue meetings, a provisional agreement was reached in March 2017. The agreed text was subsequently approved by the Parliament on 13 June and by the Council on 26 June 2017. On 15 July 2015, the Commission proposed a new regulation on energy efficiency labelling as part of its summer energy package. The proposed regulation seeks to restore the A-G scale for energy labelling; create a mechanism for rescaling products that can accommodate further improvements in energy efficiency; establish a product database on energy efficiency; and introduce a safeguard procedure to improve national market surveillance. Detailed legislation on energy labelling of household appliances would subsequently be adopted in the form of delegated acts. While the proposal is supported by consumer and environmental groups, industry groups are concerned that a major change in energy labelling could have a negative impact on both producers and consumers, acting as a disincentive to greater energy efficiency. The Council adopted a general approach in November 2015. The Parliament approved a set of legislative amendments in July 2016. Several trilogue meetings were held at political and technical level in autumn 2016. The IA links the problems with the objectives, with the options proposed and with the suggested preferred option, and lays down what seem to be appropriate indicators to evaluate the attainment of those objectives. In the discussion of the policy options, it would appear that option 4 is not really a viable alternative. In the analysis of the impacts of the options the relevant section does not appear to have a methodical structure, and  it could arguably have benefited from stronger evidence on ...

In the discussion of the policy options, it would appear that option 4 is not really a viable alternative. In the analysis of the impacts of the options the relevant section does not appear to have a methodical structure, and  it could arguably have benefited from stronger evidence on the absence of an environmental impact. In relation to the other categories of impact, it appears that a sufficiently robust assessment is made vis-à-vis the retained options. With regard to stakeholder consultation, although it would appear that interested parties were given good opportunities to express their views, reservations about the formulation of the public questionnaire, and a perhaps ambiguous interpretation of the answers, might weaken the credibility of the exercise. Overall, the IA nevertheless offers a combination of qualitative and quantitative analysis that would appear to provide a solid basis for the policy choices made in the proposal.
