CAP strategic plans: Approval process
The delivery model for the post 2022 common agricultural policy (CAP) involves basic EU level policy rules and greater responsibility for Member States as to how they tailor their CAP measure toolboxes to local needs. Furthermore, it describes how the EU budget and spending on the Common Agricultural Policy can be adjusted to the new situation and estimates how the different options would affect EU Member States and their net balances.

Die erste Säule der GAP: II – Direktzahlungen an Inhaber landwirtschaftlicher Betriebe
Mit der Reform aus dem Jahre 2003 und dem Gesundheitscheck von 2009 ist ein Großteil der Direktbeihilfen entkoppelt und auf die neue Betriebsprämienregelung sowie die vereinfachte Regelung für die Flächenzahlung für neue Mitgliedstaaten übertragen worden. Mit der neuen Verordnung (EG) Nr. 1307/2013 wurde ein neues Direktzahlungssystem für die Zeit ab dem 1. Januar 2015 festgelegt.
Die Instrumente der GAP und ihre Reformen
Die Gemeinsame Agrarpolitik war im Laufe der Zeit Gegenstand von fünf wichtigen Reformen, von denen die letzten in den Jahren 2003 (Halbzeitüberprüfung), 2009 (der sogenannte „Gesundheitscheck“) und 2013 (für den Finanzierungszeitraum 2014-2020) erfolgten. Die Diskussionen über die GAP nach 2020 begannen 2016.
Finanzierung der Gemeinsamen Agrarpolitik
Die Finanzierung der Gemeinsamen Agrarpolitik (GAP) geschah lange Zeit durch einen einzigen Fonds, den Europäischen Ausrichtungs- und Garantiefonds für die Landwirtschaft (EAGFL). Dieser wurde jedoch am 1. Januar 2007 durch den Europäischen Garantiefonds für die Landwirtschaft (EGFL) und den Europäischen Landwirtschaftsfonds für die Entwicklung des ländlichen Raums (ELER) ersetzt.
