Το Ταμείο Συνοχής, το οποίο ιδρύθηκε το 1994 με τον κανονισμό (ΕΚ) αριθ. 1164/94 του Συμβουλίου, παρέχει χρηματοδότηση για την υλοποίηση έργων στους τομείς του περιβάλλοντος και των διευρωπαϊκών δικτύων. Από το 2007 μπορεί επίσης να στηρίζει έργα σε τομείς που συνδέονται με τη βιώσιμη ανάπτυξη, όπως η ενεργειακή απόδοση και οι ανανεώσιμες πηγές ενέργειας.
