Plant Protection Products (PPPs) are often perceived by consumers as very harmful for human health and for the environment. The tendency in the EU policy is to stimulate the reduction of PPPs. Can we maintain high yield with less PPPs? This paper presents the current state of the art regarding the role of PPPs in securing global food production, preserving biodiversity and supporting farmer’s income. The role of various stakeholders on the current perception of risk by the general public is given and promising alternative and more sustainable strategies to further reduce PPP use. This report is meant as a background document to support the debate that will take place during the workshop ‘Farming without plant protection products?’, 6 March 2019, which contrasts the contents of this report with perspectives from conventional agriculture, the stance of organic farmers and the viewpoint of consumers.

The Commission's legislative proposals on the future of the common agricultural policy (CAP) were published on 1 June 2018. They comprise three proposals: a regulation setting out rules on support for CAP strategic plans; a regulation on the single common market organisation (CMO) and a horizontal regulation on financing, managing and monitoring the CAP. The proposal for a regulation on CAP strategic plans introduces a new delivery model, described by the Commission as a fundamental shift in the CAP, involving a shift from compliance towards results and performance. It includes a new distribution of responsibilities between the EU and Member States. A new planning process is proposed which will cover both Pillar I (direct payments) and Pillar II (rural development) of the CAP. First edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

Directive 2009/128/EC on the sustainable use of pesticides

The study presents the results of evaluation of the implementation of the Directive 2009/128/EC establishing a framework for Community action to achieve the sustainable use of pesticides. The study presents the results of evaluation of the implementation of the Directive 2009/128/EC establishing a framework for Community action to achieve the sustainable use of pesticides. The study was outsourced and prepared by a consortium led by ÖIR GmbH, in collaboration with Arcadia International, t33 and external experts. The study covers the implementation of the directive as a whole. Furthermore, it concentrates on the implementation of the integrated pest management principles in the individual Member States. In addition, it also provides an analysis concerning of a the development of harmonised risk indicators, the imposition of limitation and bans of on the usage of pesticides in sensitive specific sensitive areas, and the impacts that of the use of pesticides has on drinking water. The analysis is accompanied by recommendations on how to improve the implementation processes.

Research for AGRI Committee - The CAP support beyond 2020 - Assessing the future structure of direct payments and the rural development interventions in the light of the EU agricultural and environmental challenges

This study provides an assessment of the structure and type of interventions as proposed by the European Commission on the CAP beyond 2020 (Title III of the proposal COM(2018) 392). All Direct Payment and Rural development interventions have been examined in the context of the main agricultural and environmental challenges the EU faces. A set of recommendation is made for the improvement of specific instruments and to address policy priorities and level playing field concerns.

This study provides an assessment of the structure and type of interventions as proposed by the European Commission on the CAP beyond 2020 (Title III of the proposal COM(2018) 392). Η κοινή γεωργική πολιτική (ΚΓΠ), με την πάροδο του χρόνου, γνώρισε πέντε μεγάλες μεταρρυθμίσεις, εκ των οποίων οι πιο πρόσφατες έγιναν το 2003 (ενδιάμεση επανεξέταση), το 2009 («διαγνωστικός έλεγχος») και το 2013 (για τη δημοσιονομική περίοδο 2014-2020). Οι πρώτες συζητήσεις για την μετά το 2020 ΚΓΠ ξεκίνησαν το 2016 και οι αντίστοιχες νομοθετικές προτάσεις υποβλήθηκαν τον Ιούνιο του 2018.
