On 1 June 2023, the European Commission presented a legislative package to modernise and reinforce maritime rules on safety and pollution prevention. It contained proposals for the revision of five legislative acts, including the Directive on Ship-source Pollution. The aim is to combat pollution from maritime ships, thereby preventing all ship-owners and operators, regardless of the ship's flag, from releasing any type of illegal discharge into European seas, in line with International Maritime Organization ...

Air pollution is the single largest environmental health risk in the EU and causes significant damage to ecosystems. As part of the European Green Deal's zero pollution ambition, on 26 October 2022 the Commission tabled a proposal for a revision of the Ambient Air Quality Directives. The proposed directive would set air quality standards for 2030 that are more closely aligned with the Word Health Organization's recommendations, as updated in 2021. It would also include a mechanism for the standards ...

Cleaner Air for Europe

Briefing 20-03-2023

The IA clearly identifies the current AAQDs' shortcomings, provides references to the updated WHO guidelines and lists the fitness check findings, stakeholders' opinions, and supporting data. It sets a general objective to further improve air quality in the EU and diminish the impact of air pollution on human health and the environment. It does not make it clear however whether the translation of the general objective into specific objectives, as formulated, fully addresses some relevant drivers. ...

G7 climate club

De un vistazo 06-03-2023

Open, cooperative and inclusive – these are the adjectives used by the Group of Seven (G7) leaders to describe the climate club, a global initiative launched in December 2022 to accelerate the implementation of the Paris Agreement. Its objective is to encourage nations with bold climate goals to join forces as a way to speed up the transition towards net-zero emissions by 2050 and contribute to reaching the targets of the Paris Agreement on climate change. A climate club may help to address coordination ...

Last year’s UN Climate Change Conference, COP27, made some headway in efforts to fight climate change, but its overall progress was limited. The gathering agreed to create a loss-and-damage fund, to support poorer countries disproportionately affected by climate change while only being responsible for a small share of global greenhouse gas emissions. Governments at COP27 also called for reform of the International Monetary Fund and the multilateral development banks, to align global public finance ...

This study investigates the role of financial actors, such as banks and investors, in the EU Emissions Trading System and their role in determining price dynamics and volatility. It concludes that activities on the market should be further monitored and data availability and quality improved. While further regulation of market participants may become necessary in the future, it is, at this stage, more important to focus on improving the Market Stability Reserve (MSR).

This study was prepared at the request of the Budget Committee and assesses the Commission’s recent legislative proposals for the new own resources included in the interinstitutional roadmap agreed together with the NextGenerationEU programme. These are a plastic-based contribution as well as own resources based on the EU Emission Trading System and a carbon border adjustment mechanism. Also, own resources based on the reallocation of taxation rights on profits of large MNE according to Pillar I. ...

Industrial pollution is regulated by the EU directive on industrial emissions (IED). It lays down rules designed to prevent, or, if impracticable, to reduce emissions into air, water and land and to prevent the generation of waste, in order to achieve a high level of protection of the environment taken as a whole. The European Pollutant Release and Transfer Register (E-PRTR) ensures public access to data on emissions from major industrial activities. The ex-post evaluations of the directive and the ...
