The delivery model for the post 2022 common agricultural policy (CAP) involves basic EU level policy rules and greater responsibility for Member States as to how they tailor their CAP measure toolboxes to local needs. This note assesses possible consequences of Brexit for the EU budget and the Common Agricultural Policy. It discusses the importance of the ‘Brexit bill’ and the loss of the British net contribution. Furthermore, it describes how the EU budget and spending on the Common Agricultural Policy can be adjusted to the new situation and estimates how the different options would affect EU Member States and their net balances.

En los cuadros siguientes se muestran datos estadísticos básicos en varios ámbitos relativos a la política agrícola común (PAC), a saber: el sector agroalimentario en los Estados miembros (cuadro II), la integración de las cuestiones ambientales en la PAC (cuadro III), el sector forestal (cuadro IV), la financiación y los gastos de la PAC (cuadros I y V) y el comercio agroalimentario (cuadro VI).

La reforma de 2003 y el «chequeo» de 2009 disociaron la mayor parte de las ayudas directas y las transfirieron al nuevo régimen de pago único (RPU) y al régimen simplificado de pago por superficie para los nuevos Estados miembros. En el nuevo Reglamento (UE) n.º 1307/2013, se define un nuevo sistema de pagos directos a partir del 1 de enero de 2015.

Con el transcurso de los años, la política agrícola común (PAC) ha experimentado cinco grandes reformas, las más recientes de las cuales se remontan a 2003 (revisión intermedia), a 2009 (el «chequeo» de la PAC) y a 2013 (para el período financiero 2014-2020). Los primeros debates sobre la PAC posterior a 2020 empezaron en 2016.

Tradicionalmente, la financiación de la política agrícola común se realizaba a través de un fondo único, el Fondo Europeo de Orientación y de Garantía Agrícola, sustituido el 1 de enero de 2007 por el FEAGA y el Feader.
