Para la Unión, el multilingüismo es un elemento importante de la competitividad europea, por lo que uno de los objetivos de la política lingüística de la Unión es que todo ciudadano europeo domine, además de su lengua materna, otros dos idiomas.

En junio de 2016, la Comisión Europea aprobó una propuesta para permitir que un mayor número de países europeos participara en las Capitales Europeas de la Cultura. Se alcanzó un acuerdo en el marco de un diálogo interinstitucional tripartito; el texto acordado se someterá a votación en el Parlamento durante el periodo parcial de sesiones de junio.
