El Comité de las Regiones (CdR) se compone de 350 miembros, que representan a las entidades regionales y locales de los 28 Estados miembros de la Unión Europea. Emite dictámenes en los casos de consulta obligatoria contemplados en los Tratados, en los casos de consulta facultativa y por propia iniciativa si lo considera oportuno. Sus miembros no están vinculados por ningún mandato imperativo. Ejercen sus funciones con plena independencia, en interés general de la Unión.

In its November 2014 Investment Plan for Europe, the Commission announced the establishment of a new European Fund for Strategic Investments (EFSI), to bridge the EU investment gap.
