The delivery model for the post 2022 common agricultural policy (CAP) involves basic EU level policy rules and greater responsibility for Member States as to how they tailor their CAP measure toolboxes to local needs. The national CAP strategic plans drawn up to this end by Member States are now at the approval stage.

The European Commission proposed a reform package incorporating rules on the financial aspects of European Union (EU) farm policy in June 2018. Following lengthy talks on the reform, the text finally agreed by European Parliament and Council negotiators in June 2021 is scheduled for vote during the November II plenary session.

Financial management of the future CAP

This note assesses possible consequences of Brexit for the EU budget and the Common Agricultural Policy. It discusses the importance of the ‘Brexit bill’ and the loss of the British net contribution. Furthermore, it describes how the EU budget and spending on the Common Agricultural Policy can be adjusted to the new situation and estimates how the different options would affect EU Member States and their net balances.

Ühine põllumajanduspoliitika arvudes

Alljärgnevates tabelites esitatakse statistilised põhiandmed ühise põllumajanduspoliitikaga (ÜPP) seotud eri valdkondade kohta: liikmesriikide põllumajandus ja toiduainetööstus (tabel II), keskkonnaprobleemide arvessevõtmine ÜPPs (tabel III), metsandus (tabel IV), ÜPP rahastamine ja kulud (tabelid I ja V) ning põllumajandustoodete ja toiduainete kaubandus (tabel VI).

Ühise põllumajanduspoliitika (ÜPP) 2003. aasta reformi ja selle läbivaatamisega 2009. aastal lahutati suurem osa otsetoetustest tootmisest ning need viidi üle uue ühtse otsemaksete kava alla ja uute liikmesriikide puhul lihtsustatud pindalatoetuste kava alla. Uue määrusega (EL) nr 1307/2013 kehtestati alates 1. jaanuarist 2015 kehtiv otsetoetuste süsteem.

ÜPP vahendid ja nende reformid

Ühises põllumajanduspoliitikas (ÜPP) on läbi aegade toimunud viis suurt reformi, neist viimased aastal 2003 (vahekokkuvõte), aastal 2009 (nn tervisekontroll) ja aastal 2013 (ajavahemikku 2014–2020 hõlmava eelarveperioodi kohta). Esimesed arutelud 2020. aasta järgse ÜPP üle algasid 2016. aastal.

Ühise põllumajanduspoliitika rahastamine toimus varem üheainsa fondi – Euroopa Põllumajanduse Arendus- ja Tagatisfondi (EAGGF) vahendusel. 1. jaanuarist 2007 asendavad seda Euroopa Põllumajanduse Tagatisfond (EAGF) ja Euroopa Maaelu Arengu Põllumajandusfond (EAFRD).
