Vuonna 1994 neuvoston asetuksella (EY) N:o 1164/94 perustetusta koheesiorahastosta rahoitetaan ympäristöalan hankkeita ja Euroopan laajuisiin verkkoihin liittyviä hankkeita. Vuodesta 2007 lähtien siitä on voitu rahoittaa myös kestävää kehitystä edistäviä hankkeita, jotka liittyvät esimerkiksi energiatehokkuuteen ja uusiutuviin energialähteisiin.

Euroopan unioni ja jäsenvaltiot rahoittavat yhdessä Euroopan laajuisia verkkoja. Unionin rahoitusapu toimii kannustimena suurimman osan rahoituksesta tullessa jäsenvaltioilta. Euroopan laajuisten verkkojen rahoitusta voidaan myös täydentää rakennerahastoista, Euroopan investointipankin tuella tai yksityissektorin rahoitusosuuksilla. Verkkojen Eurooppa -välineen perustaminen vuonna 2013 merkitsi huomattavaa Euroopan laajuisten verkkojen uudistusta.

This paper provides an overview of the European Fund for Strategic Investments (EFSI) as a budgetary instrument. A preliminary analysis of the quantitative impact of the first year and a half of activity is complemented by an outline of the corollary policies that can determine the success of EFSI.
