EU-27 leaders endorsed the withdrawal agreement and approved the political declaration on future EU-UK relations on 25 November 2018. After last minute statements regarding Gibraltar and clarification on a possible extension to the transition period removed all obstacles. The agreement is due to enter into force on 30 March 2019. President Tajani stressed that the European Parliament ‘welcomes the Political Declaration on the future relationship and regards it as an excellent basis on which to develop [the EU’s] post-Brexit cooperation with the United Kingdom’.

With the United Kingdom set to leave the European Union in less than one year's time, negotiations to finalise a withdrawal agreement, as provided for under Article 50 TEU, are coming up against an increasingly tight deadline. Recent progress in agreeing a number of key 'exit' issues prompted the decision to begin discussions on the future EU-UK relationship. However, significant challenges still remain before the conclusion of a withdrawal agreement, on which the transition period requested by the UK also depends. This EPRS In-depth Analysis considers the draft withdrawal agreement published by the European Commission on 19 March 2018, as well as the (few) additional points settled in negotiations in the period up to June 2018. It seeks to provide an overview of the main areas already settled by the negotiators, as well as of those areas of persisting difficulty or disagreement.

Research for AGRI Committee - Possible transitional arrangements related to agriculture in the light of the future EU - UK relationship: institutional issues

There is the potential for severe disruption of agri-food trade between the UK and the EU27 as the UK prepares to leave the EU. This study reviews the additional trade costs that might arise and how they might be avoided under alternative future trade arrangements. The role of a transitional period in order to avoid a ‘cliff-edge’ for trade is examined. Options under the Common Agricultural Policy to address the negative consequences of Brexit for agricultural markets are discussed.

TThis paper outlines the consequences of the United Kingdom’s withdrawal from the European Union in the area of consumer protection. It examines the withdrawal’s impact on consumer protection under different scenarios: a futire EEA membership of the UK (a); a relationship governed only by WTO rules; (c) a relationship governed by a “tailor-made agreement”. TThis paper outlines the consequences of the United Kingdom’s withdrawal from the European Union in the area of consumer protection. It examines the withdrawal’s impact on consumer protection under different scenarios: a futire EEA membership of the UK (a); a relationship governed only by WTO rules; (c) a relationship governed by a “tailor-made agreement”. It comes to the conclusion that from the perspective of consumers in the EU28, an EEA membership of the UK is the most favourable scenario. Irrespective of the scenario, adequate transitory provisions taking into consideration the “two-step” negotiating schedule are necessary to resolve legal uncertainties occurring irrespective of the scenario. This document was prepared for Policy Department A at the request of the Committee on Internal Market and Consumer Protection.

Upon request by the AFCO Committee, the Policy Department for Citizens’ Rights and Constitutional Affairs commissioned an in-depth analysis on the political and institutional situation in the United Kingdom following the referendum on the UK’s withdrawal from the EU. The research analyses the post-Brexit political developments in the UK, the various parameters that should be taken into account, by both the UK government and the 27, in view of the Article 50 negotiations and the possible shape of the final deal and the future economic relationship, taking into account the EU obligations and the constraints of Theresa May’s government.

State, Prospects and Implications of EU-CEEC Agricultural Integration

Limited to the countries addressed in the European Commission's White Paper on Enlargement (Bulgaria, the Czech Republic, Hungary, Poland, Romania and Slovakia), this synthesis of the available studies provides a comprehensive summary of the work carried out to date on the agricultural situation in the CEEC, pre-accession agricultural integration between CEEC and EU, agricultural implications of CEEC accession to the EU and the future of the CAP in an enlarged Union.
