The delivery model for the post 2022 common agricultural policy (CAP) involves basic EU level policy rules and greater responsibility for Member States as to how they tailor their CAP measure toolboxes to local needs. The national CAP strategic plans drawn up to this end by Member States are now at the approval stage.

The European Commission proposed a reform package incorporating rules on the financial aspects of European Union (EU) farm policy in June 2018. This note assesses possible consequences of Brexit for the EU budget and the Common Agricultural Policy. It discusses the importance of the ‘Brexit bill’ and the loss of the British net contribution. Furthermore, it describes how the EU budget and spending on the Common Agricultural Policy can be adjusted to the new situation and estimates how the different options would affect EU Member States and their net balances.

Zajednička poljoprivredna politika u brojkama

U tablicama u nastavku prikazani su osnovni statistički podaci u nekoliko područja povezanih sa zajedničkom poljoprivrednom politikom (ZPP), a to su: poljoprivredna i prehrambena industrija u državama članicama (tablica II.), uključivanje pitanja zaštite okoliša u ZPP (tablica III.), šumarski sektor (tablica IV.), financiranje i rashodi ZPP-a (tablice I. i V.) te trgovina poljoprivrednim i prehrambenim proizvodima (tablica VI.).

Reformom iz 2003. i tzv. „pregledom zdravstvenog stanja” iz 2009. pretežni dio izravne potpore odvojen je i preusmjeren u novi sustav jedinstvenih plaćanja te u pojednostavljeni sustav plaćanja po površini za nove države članice. Novom Uredbom (EU) br. 1307/2013 utvrđen je sustav izravnih plaćanja od 1. siječnja 2015.

Tijekom vremena zajednička poljoprivredna politika (ZPP) prošla je kroz pet velikih reformi, od kojih su posljednje bile 2003. (revizija sredinom razdoblja), 2009. („pregled zdravstvenog stanja”) i 2013. (za financijsko razdoblje od 2014. do 2020.). Prve rasprave o ZPP-u za razdoblje nakon 2020. započele su 2016. godine.

Zajednička poljoprivredna politika tradicionalno se financirala iz jedinstvenog fonda, Europskog fonda za smjernice i jamstva u poljoprivredi, koji je 1. siječnja 2007. zamijenjen Europskim fondom za jamstva u poljoprivredi (EFJP) i Europskim poljoprivrednim fondom za ruralni razvoj (EPFRR).
