Use of vehicles hired without drivers

The European Commission has proposed to further liberalise EU rules on the hire of vehicles without drivers for the carriage of goods by road. The European Parliament adopted its negotiating position in June 2018. Member States, however, concerned with the possible erosion of tax revenues from vehicle registration and enforcement issues, could not agree a common approach. As negotiations cannot start without progress on the Council's side, the file has been put on the January plenary agenda with the intention to close the first reading in Parliament.
