L'attuazione di due documenti della Commissione europea sulle politiche culturali è all'esame in un momento in cui l'Unione europea sta sviluppando nuovi principi guida per la sua politica culturale. Il primo documento si concentra sul ruolo della cultura nelle relazioni esterne e su come definire una strategia dell'UE in questo settore. Il secondo documento propone obiettivi e azioni specifiche per quanto concerne il ruolo della cultura nella società e nell'economia dell'UE.

This publication provides an assessment of the implementation of the European agenda for culture and of the EU strategy on international cultural relations. It highlights achievements and shortcomings of EU cultural policies, so as to inform and support policy makers ahead of the adoption of the next Council work plan for culture and the potential future revision of the agenda and of the strategy.

The following recommendations present medium- and long-term policy solutions to address the needs identified in the Background Analysis “The Situation of Artists and Cultural Workers and the post-COVID Cultural Recovery in the European Union”. Its aim is to provide guidelines and principles to structure the contents of the European Framework, and hence improve the situation and working conditions of artists and cultural workers in the EU.

The study provides an up-to-date evaluation of the implementation of the selected smaller and bigger actions within the Creative Europe programme (2014 to 2020) with focus on the European dimension and European added value of the undertaken actions as well as their visibility.

Europa creativa è un programma unico in Europa, concepito su misura per le esigenze dei settori culturali e creativi. È il principale programma che contribuisce agli obiettivi della politica culturale dell'UE. Esso persegue le giuste priorità, ma la sua modesta dotazione finanziaria gli impedisce di produrre un impatto sostanziale. Il presente studio fornisce raccomandazioni affinché in futuro il programma divenga più ambizioso, rispecchiando la ricchezza della varietà culturale europea.

Nel dicembre 2017 il Parlamento europeo deciderà se approvare o meno l'accordo di partenariato e di cooperazione rafforzato con il Kazakhstan, che sostituirebbe un accordo risalente al 1995.
