Mercosur, the 'southern common market', was founded in 1991 when Argentina, Brazil, Paraguay, and Uruguay signed the Treaty of Asunción. In 2012, Venezuela formally joined Mercosur as a fifth member, but in December 2016 the country was suspended temporarily for failure to transpose Mercosur rules into Venezuelan law. In August 2017, the suspension was prolonged indefinitely. This paper presents economic indicators for the four members, for example showing their GDP and labour market situations, and it also shows those countries’ relative positions on several indexes that assess the situation in terms of doing business, corruption and human development. Finally, it looks at trade between the EU and Mercosur – of both goods and services – highlighting the main trading partners, and the main products and services that the EU exports to and imports from the four Mercosur members.

The regime is now being revised, mainly to take account of significant technological developments and to create a more level playing field among EU Member States. The proposed regulation would recast the regulation in force since 2009. Among other elements, the proposal seeks to introduce an 'autonomous' EU list for cyber-surveillance technology featuring items that are not (yet) subject to multilateral export control. Moreover, the proposal seeks to introduce human rights violations as an explicit justification for export control. Stakeholders are divided over the incorporation of human rights considerations, with the technology industry particularly concerned that it might lose out to non-European competitors. On 17 January 2018, based on the INTA committee's report on the legislative proposal, the European Parliament adopted its position for trilogue negotiations. For its part, the Council adopted its negotiating mandate on 5 June 2019, and on the basis of this mandate, the Council Presidency began negotiations with the European Parliament's delegation on 21 October 2019. The majority of provisions of the EU-Canada Comprehensive Comprehensive Economic and Trade Agreement (CETA) have been implemented since 21 September 2017, with the agreement’s provisional application pending full ratification. The aim of this EPRS analysis is to chart the state of play of CETA's ratification procedures, its key objectives, remaining controversies, and the initial results stemming from two years of provisional application, with a focus on regions and small and medium-sized enterprises (SMEs). It is important to note that it is too early to evaluate the economic and social impacts of CETA. That will be the remit of the ex-post evaluation usually carried out by the European Commission five years after the start of provisonal application. By providing an overview of the early results of CETA implementation two years in, this analysis seeks to inform forthcoming deliberations on both CETA itself and other free trade agreements between the EU and various partner countries.

Not only will they eliminate over 99 % of customs duties on goods, they will also open up Vietnamese markets to European service providers and investors. The European Commission has described the free trade and investment protection agreements (FTA/IPA) signed with Vietnam as the most ambitious deals of their type ever concluded by the EU and a developing country. Not only will they eliminate over 99 % of customs duties on goods, they will also open up Vietnamese markets to European service providers and investors. According to European Commission figures, the agreements will boost trade in both directions, with EU exports set to rise by nearly 30 %. Vietnam is the second south-east Asian country after Singapore to sign trade and investment agreements with the EU, bringing the long-term goal of a region-to-region EU-ASEAN trade deal a step closer. In view of the human rights situation in Vietnam, opinions are divided on whether the agreements should be ratified. Critics argue that the EU should not approve the agreements until the situation improves. On the other hand, defenders point out that the FTA/IPA include commitments to stronger human rights (such as allowing independent trade unions); they also insist that the EU can best help to bring about improvements by engaging with Vietnam . Following the same approach as for Singapore, the single text originally agreed in 2015 with Vietnam has been split into two parts, an FTA covering exclusive EU competences and an IPA that includes competences that are shared with EU Member States. The European Parliament is set to vote in February 2020; if it gives its consent, the two agreements will then have to be ratified by Vietnam and (for the IPA) the EU Member States before entering into force.

The Eastern Partnership was set up in 2009 as a joint policy initiative aiming at deepening and strengthening relations between the European Union, its Member States and the six EaP countries of Belarus, Ukraine, Moldova, Georgia, Armenia and Azerbaijan. This study analyses the Eastern Partnership (EaP) in the year of its 10th anniversary. The Eastern Partnership was set up in 2009 as a joint policy initiative aiming at deepening and strengthening relations between the European Union, its Member States and the six EaP countries of Belarus, Ukraine, Moldova, Georgia, Armenia and Azerbaijan. While each of these countries shares a past in the former Soviet Union, they have developed over time in different directions. Ukraine, Moldova and Georgia have concluded Association Agreements with the EU, which include Deep and Comprehensive Free Trade Areas. They will have to fulfil conditions laid down in the Association Agreements to make progress on reforms of governance, the judiciary and fighting corruption. Moreover, Georgia and Ukraine are seeking to integrate more deeply into the Western world order, aspiring to membership of NATO and the EU. Armenia and Azerbaijan have different ways of cooperating with the EU. Belarus is furthest from the EU because of its poor record on democracy and human rights. All six countries are to a certain extent within Russia’s sphere of influence and have to deal with several geopolitical constraints, but they have increasingly developed economic relations and national identities of their own. It will be a challenge to maintain a common perspective for the next 10 years of the Eastern Partnership and a further divergence between the countries is likely. This will not only be between countries with an Association Agreement and the others, but along multiple vectors. While further developing statehood, the eastern partners will want to decide increasingly for themselves which forms of cooperation they want to pursue in the future. They may choose international partners according to their perceived needs, including Russia, the US, China or Turkey. The EU for its part should continue to pursue its strengths of assisting in achieving better governance and democracy and strengthening economic ties, while contributing to diminishing geopolitical tensions.
