Het gemeenschappelijk landbouwbeleid (GLB) heeft in de loop der jaren vijf grote hervormingen ondergaan, waarvan de meest recente plaatsvonden in 2003 (tussentijdse herziening), in 2009 (de „check-up”) en in 2013 (voor de financiële periode 2014-2020). De eerste gesprekken over het GLB na 2020 zijn begonnen in 2016.

The reform of the EU's Common Agricultural Policy (CAP) is being negotiated by the Council and the European Parliament (ordinary legislative procedure).

A number of stakeholders have seized the opportunity of the upcoming reform of the CAP to propose the setting up of mechanisms through which parties in developing countries negatively affected by the CAP could report on their situation, and obtain remedies.

A complex legislative framework for the marketing of seeds and for the protection of plant variety rights has been in place for decades in the EU. It relies on both European and national rules, with the EU legislation currently under review.

For nearly 50 years, the Common Agricultural Policy (CAP) has been at the centre of European integration, being one of the most emblematic, complex, expensive and debated EU policies. A new CAP will enter into force in 2014, along with a new multiannual financial framework. The reform process has started.

This is the second paper written by Policy Department B for the EP Working Group on Common Agricultural Policy Reform. The purpose of this document is to facilitate the legislative work of the MEPs relating to the next reform of the CAP. This briefing note is a guidance document for members of the Committee on Agriculture and Rural Development of the European Parliament who are part of the delegation to Hungary. The briefing note provides a general overview of the country’s geographical, economic and demographic situation and detailed information on the nature of its agricultural system.

This note provides an extended analysis on private strategies that could be adopted by farmers to manage their risk and on the role that public policies might play in supporting such strategies, providing a comparison between EU and North American tools. The ultimate objective is the definition of a framework of policy instruments that could be adopted at EU-wide and at MS level to effectively confront the problem of risk and crises management in agriculture.

The report provides elements of analyses of the Common Agricultural Policy as well as a general assessment and comments on the November 20 2007 Communication of the Commission preparing for the "Health Check" of the Common Agricultural Policy reform. General principles for the future CAP are defined so as to assess the Commission's proposal against a longer term benchmark.
