Following the Court of Justice of the European Union's 2022 judgment, declaring Directive 2012/19/EU on waste electrical and electronic equipment (WEEE) partially invalid, the European Commission proposed to align the directive with the judgment. The co-legislators reached a provisional agreement in November 2023. The agreed text now requires formal adoption by both institutions, and is set for a plenary vote in February 2024.

On 1 June 2023, the European Commission presented a legislative package to modernise and reinforce maritime rules on safety and pollution prevention. In March 2023, the Commission proposed a regulation to strengthen Europe's net-zero technology products manufacturing ecosystem ('net-zero industry act' – NZIA). During its November II plenary session, Parliament is due to vote on the report adopted on 25 October by its Committee on Industry, Research and Energy (ITRE). This would then set Parliament's position for negotiations with the Council, which has not yet adopted its position.

This study investigates the role of financial actors, such as banks and investors, in the EU Emissions Trading System and their role in determining price dynamics and volatility. It concludes that activities on the market should be further monitored and data availability and quality improved. While further regulation of market participants may become necessary in the future, it is, at this stage, more important to focus on improving the Market Stability Reserve (MSR).
