Strategic technologies for Europe platform

In June 2023, the European Commission published a proposal for a regulation establishing a new platform for strategic technologies for Europe (STEP). After three rounds of trilogue meetings, the Parliament and Council reached a provisional agreement on the text on 7 February 2024, and now need to formally adopt it. Parliament is due to vote on the text during its second February plenary session.

Regenerative medicine (RM) is an interdisciplinary field that applies engineering and life science techniques to restore tissues and organs damaged by age, disease or trauma, as well as those with congenital defects. Promising data supports the future capability of using RM across a wide array of organ systems and contexts, including surface wounds, cardiovascular diseases and traumas and treatments for certain types of cancer.

The aim of this study is to illustrate the different ways in which the current EU legislative framework may be affected by the digitisation and automation of farming activities and the respective technological trends. Synthetic biology is expected to begin to design, construct and develop artificial (i.e. man-made) biological systems that mimic or even go beyond naturally occurring biological systems. Applications of synthetic biology in the healthcare domain hold great promise, but also raise a number of questions. What are the benefits and challenges of this emerging field? What ethical and social issues arise from this engineering approach to biology?

This horizon scan has identified eight major technological trends relevant for STOA. First, a scan was conducted to measure controversy on social media, and this constituted an initial controversy ranking. This study presents an overview of Blue Growth emerging industries and investigates the linkages with the traditional maritime activity of fisheries with emphasis on small-scale fisheries. Positive synergies are investigated as well as possible opportunities (and threats) that Blue Growth can or should offer to small-scale fisheries and coastal communities in the context of economic growth, employment and innovation.
