International Anti-Corruption Day

International Anti-Corruption Day is marked every year on 9 December to raise awareness of the negative effects of corruption on all areas of life. While difficult to measure, corruption entails not only economic but also social and political costs. International and EU anti-corruption efforts have translated into a multi-layered policy and legal framework. The European Parliament has called repeatedly for strengthened EU anti-corruption rules.

This paper updates and summarises earlier briefings on the Wirecard case, ahead of a public hearing on 23 March organised by the JURI and ECON Committees of the European Parliament. It also describes the most recent developments on the basis of information available in the public domain.

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the Committee on Petitions, takes stock and assesses the existing rules and policies on conflicts of interests in EU agencies and examines whether, and/or how, scrutiny can be improved and whether there is a need to streamline and enhance the coherence of the various rules in place.

Proponowane nowe rozporządzenie UE w sprawie ochrony osób zgłaszających przypadki naruszenia unijnego prawa obejmuje szeroką gamę przepisów UE, w tym dotyczących prania pieniędzy, opodatkowania przedsiębiorstw, ochrony danych, ochrony interesów finansowych Unii, bezpieczeństwa żywności i produktów, ochrony środowiska i bezpieczeństwa jądrowego. Głosowanie w Parlamencie nad zatwierdzeniem kompromisowego tekstu wniosku ma się odbyć na ostatniej sesji plenarnej w tej kadencji.

Podczas kwietniowej sesji plenarnej Parlament zamierza poddać pod głosowanie kwestię absolutorium dla agencji UE i wspólnych przedsięwzięć z wykonania budżetu na 2016 r. Komisja Kontroli Budżetowej Parlamentu (CONT) proponuje udzielić absolutorium wszystkim wspólnym przedsięwzięciom i agencjom, z wyjątkiem Europejskiego Urzędu Wsparcia w dziedzinie Azylu (EASO).

Komisję śledczą Parlamentu Europejskiego do zbadania zarzutów naruszenia prawa Unii i niewłaściwego administrowania w jego stosowaniu w odniesieniu do prania pieniędzy, unikania opodatkowania i uchylania się od opodatkowania (komisja PANA) powołano w czerwcu 2016 r. Jej sprawozdanie i zalecenia, przedłożone celem przyjęcia podczas grudniowej sesji plenarnej Parlamentu Europejskiego, otwierają drogę do dalszych działań monitorujących i następczych.

The highlights of the October II plenary session included a debate on the conclusions of the last European Council meeting and the presentation of a new agenda for EU leaders, as well as the presentation of the 2018 Commission work programme. Members paid tribute to Daphne Caruana Galizia, the Maltese journalist killed in a car bomb explosion on 16 October.

W październiku Parlament Europejski będzie omawiał sprawozdanie z własnej inicjatywy na temat prawnie uzasadnionych środków ochrony sygnalistów. Okazali się oni być podstawowym źródłem informacji na temat działań przynoszących szkodę interesowi publicznemu. W sprawozdaniu wezwano Komisję do przestawienia przekrojowego wniosku ustawodawczego w sprawie skutecznej ochrony sygnalistów w UE.
