The delivery model for the post 2022 common agricultural policy (CAP) involves basic EU level policy rules and greater responsibility for Member States as to how they tailor their CAP measure toolboxes to local needs. The national CAP strategic plans drawn up to this end by Member States are now at the approval stage.

The European Commission proposed a reform package incorporating rules on the financial aspects of European Union (EU) farm policy in June 2018. Following lengthy talks on the reform, the text finally agreed by European Parliament and Council negotiators in June 2021 is scheduled for vote during the November II plenary session.

This note assesses possible consequences of Brexit for the EU budget and the Common Agricultural Policy. It discusses the importance of the ‘Brexit bill’ and the loss of the British net contribution. Furthermore, it describes how the EU budget and spending on the Common Agricultural Policy can be adjusted to the new situation and estimates how the different options would affect EU Member States and their net balances.

Tabelele de mai jos prezintă date statistice de bază din mai multe domenii legate de politica agricolă comună (PAC), și anume: industria agricolă și industria alimentară la nivelul statelor membre (tabelul II), integrarea preocupărilor legate de mediu în PAC (tabelul III), sectorul forestier (tabelul IV), finanțarea și cheltuielile PAC (tabelele I și V) și schimburile comerciale cu produse agricole și alimentare (tabelul VI).

Reforma din 2003 și bilanțul de sănătate din 2009 au decuplat majoritatea ajutoarelor directe și le-au transferat în cadrul noii scheme de plată unică (SPU) sau, în cazul noilor state membre, în cadrul schemei simplificate de plată unică pe suprafață. Noul Regulament (UE) nr. 1307/2013 stabilește sistemul de plăți directe aplicabil de la 1 ianuarie 2015.

Politica agricolă comună a înregistrat, de-a lungul timpului, cinci mari reforme, cele mai recente fiind cea din 2003 (evaluarea intermediară), cea din 2009 („bilanțul de sănătate”) și cea din 2013 (pentru cadrul financiar 2014-2020). Primele dezbateri privind viitorul PAC după 2020, au demarat în 2016.

Finanțarea politicii agricole comune a fost asigurată de-a lungul timpului dintr-un singur fond, și anume Fondul european de orientare și garantare agricolă, care a fost înlocuit la 1 ianuarie 2007 cu FEGA și FEADR.
