Ten issues to watch in 2020

This is the fourth edition of an annual EPRS publication designed to identify and frame some of the key issues and policy areas that are likely to feature prominently on the political agenda of the European Union over the coming year. The topics analysed are biodiversity, EU policies for children, the 5G era, the price for energy transition, 'gamification' of EU democracy, finding solutions for asylum policy, the EU's long-term budget, climate action, the US elections, and the Arctic.

The European Parliament elections and formation of a new European Commission with new priorities, together with a general economic slowdown against the backdrop of the US-China trade conflict, to say nothing of Brexit, defined 2019 as a year of tough choices in the context of old and new challenges. Those include efforts to fight climate change, the defence of the rules-based international order, the advance of the digital revolution, the emerging debate over the EU’s strategic sovereignty, and the need to re-define relations with the United Kingdom post-Brexit. This note offers links to recent selected commentaries, studies and reports from major international think tanks on the state of the EU in 2019 and its outlook in several important areas.

On 11 July 2019, the Commission presented its new legislative package on the European Institute of Innovation and Technology. The package consists of a recast of the current regulation and the new strategic innovation agenda. Created in 2008 at the start of the seventh EU research and development framework programme, the EIT is dedicated to increasing competitiveness, sustainable economic growth and job creation by promoting knowledge triangle activities (higher education, research and innovation). It operates through eight 'knowledge and innovation communities' that address specific societal challenges, such as digitalisation, urban mobility, climate and raw materials and is part of Horizon 2020. First edition. The 'EU Legislation in Progress' briefings are updated at key stages throughout the legislative procedure.

EU-Africa academic cooperation

EU-Africa academic cooperation is one of the priority of the strategic partnership between both regions. It allows the mobility of students, researchers and academic staff as well as the cooperation between academic institutions from both regions. The cooperation is supported, not least with the EU funds, through the Erasmus+ and Horizon 2020 programmes as well as through the Inter-Africa Mobility Scheme. The cooperation is supported, not least with the EU funds, through the Erasmus+ and Horizon 2020 programmes as well as through the Inter-Africa Mobility Scheme. With the new financial perspective and the new ‘post-Cotonou’ agreement, still in negotiations, it is important to ensure the future of the EU-Africa academic cooperation is relevant in scale to the needs and expectations and is focusing on topics important for both regions.

Industry plays a pivotal role in the EU's economy and growth model. Today, however, it stands at the crossroads, heavily affected by new disruptive forces, ranging from the rise of new technologies to shifts in global economic power and evolving geopolitical circumstances. Addressing these challenges raises a number of critical dilemmas, such as the need to pursue openness of markets and trade while protecting industry from unfair competition, or the need to promote greener and more sustainable industry ...

Industry plays a pivotal role in the EU's economy and growth model. Today, however, it stands at the crossroads, heavily affected by new disruptive forces, ranging from the rise of new technologies to shifts in global economic power and evolving geopolitical circumstances. Addressing these challenges raises a number of critical dilemmas, such as the need to pursue openness of markets and trade while protecting industry from unfair competition, or the need to promote greener and more sustainable industry while maintaining its global competitiveness. It also prompts a reconsideration of the EU's strategic positioning from a defensive to an offensive policy stance. These developments have triggered a lively debate on the need for a renewed, more assertive, comprehensive and coordinated industrial policy at EU level. This paper reviews the current state of affairs and key challenges facing the EU and provides an analysis of the main policy options going forward.

The EU recognises its Member States' collective cultural heritage both as a European legacy and as a contributor to EU growth and development. That is why, the Horizon 2020 programme was singled out as one of the 'new generation of EU instruments' to safeguard and enhance the EU's cultural heritage. Between 2014 and early 2019, €495 million was invested in Horizon 2020 research actions related to the EU's cultural heritage to achieve this goal, and experts recognise programme’s achievements.
