This note, prepared by Policy Department A for the Committee on Employment and Social Affairs, summarises the background on the phenomenon of platform work, and introduces the focus and the key findings of the recent study "The Social Protection of Workers in the Platform Economy". It then lists the key recommendations of the study to give the interested audience a quick overview on the main findings of the study.

The leaflet provides a quick overview on the changes proposed by the Commission, as compared to current rules, as well as their assessment. Koordinácia systémov sociálneho zabezpečenia je potrebná na podporu voľného pohybu osôb v rámci územia EÚ. V máji 2010 nadobudla účinnosť zásadná reforma, ktorou sa zmodernizoval celý legislatívny systém a nahradili právne predpisy zo 70. rokov, a ďalšie právne akty zlepšili ochranu práv zamestnancov pri využívaní práv súvisiacich s voľným pohybom. Od konca roku 2016 je na stole návrh na revíziu systému s cieľom prispôsobiť ho súčasnej hospodárskej a sociálnej realite v EÚ.

Jednou zo štyroch slobôd občanov EÚ je voľný pohyb pracovníkov. Zahŕňa práva pracovníkov na pohyb a pobyt, právo rodinných príslušníkov na vstup a pobyt a právo pracovať v inom členskom štáte, ako aj právo na rovnaké zaobchádzanie ako so štátnymi príslušníkmi tohto členského štátu. V niektorých krajinách sa uplatňujú obmedzenia pre občanov pochádzajúcich z nových členských štátov. Pravidlá pre prístup k dávkam sociálneho zabezpečenia v súčasnosti stanovuje predovšetkým judikatúra Súdneho dvora.

Európska únia dopĺňa činnosti členských štátov v oblasti práv pracovníkov na informácie a konzultácie prostredníctvom opatrení určených na podporu spolupráce medzi členskými štátmi alebo prijímaním minimálnych požiadaviek vo forme smerníc.

Sociálny dialóg je základným prvkom európskeho sociálneho modelu, ktorý bol v plnej miere uznaný v zmluve prostredníctvom amsterdamskej reformy. Sociálni partneri (zástupcovia manažmentu a pracovníkov) tak môžu aktívne prispievať k formovaniu európskej sociálnej politiky.

This study provides an overview of the social and employment situation in the US. The paper has been put together to inform the Delegation of the Employment and Social Affairs Committee in view of their visit to Washington, USA in April 2017. The paper looks at the labour market situation in the USA over the last decade, social protection in the USA, and recent developments in the labor market and social protection.
