Even before the EU's 2019 'EU-China strategic outlook' defined China as a partner, competitor and systemic rival, China's behaviour had become more assertive, not only in terms of domestic security and economic policies, but also in its posture at international level. In an increasingly challenging geopolitical environment, the notion of economic security is gaining traction. The May 2023 G7 summit produced, for the first time, a dedicated statement on the topic and the EU adopted its first strategy in June 2023. G7 countries are also expanding the range of measures tackling complex security risks.

The study submits that ‘One in, one out’ is a tool for less, not better, regulation and legislation, and, as such, it is not a suitable instrument for better law-making.
