One of the earliest policies to have contributed to building the European Union (EU), the common agricultural policy devotes most of its budget to supporting farmers. Direct payments are the main type of support used; they are managed jointly by the European Commission and EU countries through a number of schemes.

CAP transitional rules for 2021 and 2022

The lengthy negotiations on the EU budget and farm policy post-2020 convinced the European Commission to put forward rules in 2019 to ensure continuity of EU support for farmers and rural areas. The European Parliament is set to debate and vote on these transitional rules, extending current EU farm policy until the new common agricultural policy framework is in place (i.e. until the end of 2022), during the December plenary session.

This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). Genom 2003 års reform och 2009 års ”hälsokontroll” frikopplades den största delen av direktstödet och överfördes i stället till det nya systemet med samlat gårdsstöd och, för nya EU-länder, till det förenklade systemet för arealersättning.
