CONT-AGRI Joint Public Hearing on LEADER experiences

On 22.11.2018, the Committees on Budgetary Control and on Rural Development held a joint public hearing on "Leader experiences - lessons learned and effectiveness of EU funds for rural development". The meeting was organised in an AGRI committee slot.

During CONT-AGRI joint public hearing, CONT Members had the opportunity, in the presence of the Court of Auditors, the Commission and of experts, to discuss the following dimensions of the European rural development policy:

• What indicators for rural development for monitoring and evaluation? The specific achievements of Leader.

• Tracking overall inputs and outputs in rural development. How can we measure the added value of the Leader programme in the future?

• The global impact of rural development programmes in rural areas

• Local partnerships for rural development and innovation

• Lessons from the past - how to improve LEADER in the future

Performance and visibility of EU funded projects in Western Balkan countries

On Wednesday 11 July 2018, the Budgetary Control Committee held a public hearing on "performance and visibility of EU funded projects in the EU's Neighbourhood Policy with a special focus on the cross-border cooperation between Western Balkan countries".

Prior to this event, the CONT Committee held an interparliamentary conference on the EP budgetary control powers.

These events were parts of the continuing support programme for parliaments of the Western Balkans organised by the EP.

On Monday 25 June 2018, the Budgetary Control Committee (CONT) organised a public hearing entitled "State aid and EU funding - Are they compatible?".

State aid involves the transfer of state resources. These are resources which are controlled by public
authorities. EU funds which are granted directly to undertakings without coming under the control
of a public authority of a Member State cannot be considered to be state resources. However, EU
funds channelled through managing authorities become state resources and can constitute state
aid if all the other criteria of Article 107(1) TFEU are satisfied.

Absorption of Structural Funds in different Member States

Public hearing on the causes of the various problems of absorption of funds in different Member States, and envisaged solutions in the perspective of the Commission’s role in assisting Member States and pre-accession countries in correct absorption of EU funds

Cohesion Policy is the key investment policy at the European level, delivering EUR 346.5 billion during the 2007-2013 programming period. However, not all Member States found it easy to implement this financial assistance. At the hearing the committee was looking at Denmark, Italy and Romania, and the way these countries implemented structural funds. The objective was to share best practice and develop an understanding for the various difficulties which may arise and how the latter could be avoided in future.

Is EU investment moving research, innovation and business forward?

On 21.06.17 the CONT Committee held a hearing on “Is EU investment moving research, innovation and business forward? Mid-term (cost-effectiveness) assessment of Horizon 2020". The objective is to highlight achievements, identify weaknesses and propose improvements with the view to enhancing the cost-effectiveness of EU budget investments.

With a budget of almost EUR 80 billion for the period 2014-2020, Horizon 2020 is EU's most powerful public investment tool for research, innovation and technology.
The vast scale and scope of the financing include 26 managing and implementing bodies, 28 Member States, countries outside the European Union and hundreds of thousands of potential beneficiaries of different sizes and from different areas. The ultimate success of EU budget investments via Horizon 2020 depends on the effective and efficient implementation of available funding while focusing on results.
This public hearing aimed at delivering input to a mid-term assessment of Horizon 2020's cost-effectiveness by discussing with representatives of all EU institutions involved, as well as with stakeholders and beneficiaries the challenges ahead.

On 14.07.15, the Committee on Budgetary Control held the hearing on 'The use of EU funds in Member States in partnership with companies (contractors or subcontractors) outside of a given Member State'. Who benefited from structural funds spending in Central and East Eastern Europe: West European contractors or to the people in Central and East European Member States?

The hearing has offered a mix of case studies (Hungary and Poland) and a more horizontal approach (Commission and academics).
