The outbreak of the COVID-19 pandemic has changed the economic outlook for the years to come in the Union. The short-term impact in each Member State will depend on the duration and severity of the lockdown measures, the composition of output and the economic policy measures taken to cushion the immediate impact of the crisis. The risk of a distortion of the level playing field of the Single Market can lead to increasing economic divergences in the EU in the absence of decisive policy action.

A parliamentary special committee is calling for more to be done to tackle financial crimes, tax evasion and aggressive tax avoidance. Recommendations include better cooperation between member states, a further push to close loopholes and the establishment of new institutions to oversee the enforcement of tax rules.

At the CONT meeting of 28 October 2020, Commissioner Hahn is due to present the 31st annual report 2019 from the Commission to the European Parliament and the Council (under Article 325 of the TFEU) on the Protection of the European Union's financial interests (COM(2020)0363).

On 01.10.2020, CONT Coordinators approved a revised timetable for the 2019 discharge cycle. Plenary votes on all discharge files are scheduled for week 17 (26-29 April 2021) in Strasbourg. Due to the COVID-19 pandemic, ECA delayed the publication of its annual report to 10 November 2020. The presentation of the ECA Annual Report in CONT committee is planned on the same day.

The Committees on Budgets (BUDG) and Budgetary Control (CONT) are jointly responsible for the legislative procedure: Protection of the Union's budget in case of generalised deficiencies as regards the rule of law in the Member States. The Committees decided to enter into early second reading negotiations on 12 November 2019 and the mandate for inter-institutional negotiation was announced in plenary on 13 November 2019.

Anti-Fraud Workshop

The Commission published a proposal for a new Regulation establishing the EU Anti-Fraud Programme on 30 May 2018 as part of the new Multiannual Financial Framework (MFF). In the context of the preparation of the next MFF, a programme should be established to support the protection of the EU's financial interests as well as mutual administrative assistance between national authorities. The proposal provides for a date of application as of 1 January 2021.

Revision marked on rubber stamp

The European Public Prosecutor's Office (EPPO) was set to assume its investigative and prosecutorial tasks as of November 2020. It became therefore necessary to render the OLAF and EPPO Regulations compatible. Against this backdrop, the Commission adopted the proposal amending Regulation (EU, Euratom) No 883/2013 concerning investigations conducted by the European Anti-Fraud Office (OLAF) as regards cooperation with the EPPO and the effectiveness of OLAF investigations.

EP this week 2020

On 01.10.2020, CONT Members voted the second draft reports for the Council and European Council and the European Economic and Social Committee (EESC) in relation to the 2018 Discharge procedure. For both reports, adoption in Plenary on October II 2020.
