EP this week 2020

After the summer recess, the Committee on Budgetary Control will consider the second draft reports for the 2018 discharge for the European Council and Council and the European Economic and Social Committee (EESC). The Rapporteur is currently drafting the second draft reports for these two institutions aiming at presenting them to CONT Members in September, votes in CONT are provisionally scheduled for early October with Plenary on October II, also to be confirmed.

Legislative Scrutiny time in IMCO

On 19 and 20 February 2020 the Members of the Committee on Budgetary Control adopted the draft reports concerning the 2018 Discharge to the Commission, European Parliament, EDF, Other Institutions, Agencies and Joint Undertakings. In total 1738 amendments were tabled to 52 draft reports and 48 opinions were given by other Committees. The vote in Plenary took place on 13-14 May 2020, thus closing the 2018 discharge cycle.

A delegation of six CONT Members, led by committee chair Monika Hohlmeier (EPP, DE) participated in a fact-finding mission to the Czech Republic from 26 to 28 February 2020. The Members looked into the mechanisms established by the Czech authorities to comply with the obligation to prevent and remedy conflict of interests. As a follow-up, the Chair held an exchange of views on this mission at the CONT Committee meeting of May 7, 2020.

On 30 May 2018 – as part of the new Multiannual Financial Framework (MFF) - the Commission published a proposal for a new Regulation establishing the EU Anti-Fraud Programme.

Revision marked on rubber stamp

The European Public Prosecutor's Office (EPPO), which can carry out criminal investigations and bring indictments related to criminal offences affecting the Union’s budget in the participating Member States, was set to assume its investigative and prosecutorial tasks as of November 2020. It became therefore necessary to render the OLAF and EPPO Regulations compatible.

Each year, the Budgetary Control Committee drafts an annual own-initiative report entitled ‘Control of the financial activities of the European Investment Bank’ focusing on results. The draft report deals with the annual track records of EIB funding activities and the main priorities of the EIB’s investment policy and sustainability of its business model.
